The purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation, and execution of VA's particular programs, systems, procedures, functions, and structure of the organization supported organizational component/facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-7
Specialized Experience:, you must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the federal service, that equipped me with the knowledge, skills. and abilities needed to perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes: Basic knowledge and understanding of governing budgetary policies, procedures and regulations to ensure that budget forecasts and estimates conform to requirements, guidelines and financial objectives; Assisting others by gathering or organizing data for budget development; Utilizing automated systems to monitor expenditures; Utilizing Microsoft office applications such as Word, Excel, Access; Assisting with budget policy/regulation analysis.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate-level education or superior academic achievement (TRANSCRIPT REQUIRED). S.A.A. is based on class standing: applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses., grade-point average: a-3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b-3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or honor society membership as outlined by the Association of College Honor Societies. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Review initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long-range planning targets; Review short-range budgetary and program requirements to assure their conformance with established agency policies; Perform analyses of budget request, prepare justification statements, and compile data to be used for forecasting obligations; Identify and analyze trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis; and that funds are available and being properly and effectively used to support program objectives; Develop additional analysis providing historical data of programs; and Budget experience.

To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED).

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Most tasks are performed while seated at a desk or table, although occasional
walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
