The primary purpose of this position is to serve as lead for the Cable/Antenna Maintenance Work Center, providing leadership, guidance and trade counseling to civilian and military personnel and assists the supervisor in accomplishing work activities and functions associated with any and all types of communications cable/antenna installations and maintenance.

Duties

- Performs planning for any and all type of inside/outside plant communications cable maintenance, installation, and Quality Assurance (QA) of communication systems to include fiber optics and modifications of maintenance work upon the various cable circuits and associated systems to include telephone, radio, alarms and computer data circuits. - Provides extensive technical lead direction and/or guidance in accomplishing difficult work steps and processes. - Performs scheduled Preventive Maintenance Inspections (PMIs) and unscheduled maintenance and repair on Rotatable Log Periodic (RLP) and OMNI-directional High Frequency (HF), Very High Frequency (VHF), and Ultra High Frequency (UHF) antennas to include compressors and air dehydrator systems. - Plans, schedules and documents training requirements for telecommunications cable equipment to include Optical Time Domain Reflectometers, various cable locators, Fluke DTX meters, 3M Dynatel 965 DSP, multimeters and all other associated equipment in support of Offutt AFB and surrounding areas under the maintenance responsibility of the 55th Communications Squadron.

• Work may require the ability to operate heavy equipment such as tractor trailers, cable trailers, pole trailers, and cable reel trucks.
• And backhoes, low profile truck, tractors with front end loaders, trenchers, high-reach equipment such as bucket trucks and light motor vehicles up to 2 1/2 tons.
• On-Call duty is a requirement of this position.
• May work with hazardous material such as asbestos or accumulated waste. Employee will be required to wear protective clothing and gear on these and other occasions.
• The employee must be able obtain and maintain a Secret clearance.
• May be required to travel by commercial or military aircraft in the performance of temporary duty.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500 Wire Communications Equipment Installation and Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a TELECOMMUNICATIONS MECHANIC LEADER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. An ability to direct, lead, and motivate others. Ability to communicate effectively, basic word processing, database entry computer skills, along with the capacity to lead a group of workers, providing clear and concise instruction and assigning immediate tasks to be performed by members. 2. Knowledge of technical practices in order to plan, layout, install, modify, troubleshoot, and repair a variety of complete communications systems by utilizing electrical schematics, blueprints, engineering drawings, wiring diagrams, handheld GPS devices, computers, and CVC without more than normal supervision. Skill and ability to use hand tools and operate a variety of motor vehicles in support of cable installation, splicing, and maintenance operations to include such vehicles as 2 ½ ton truck, ¾ ton four-wheel drive line truck, cable reel truck, tractors/back-hoe, skid loaders, and trenching machines. 3. Knowledge of safety regulations, procedures and precautions related to confined space safety procedures, oxygen deficiency and enrichment, toxic and explosive gases, working aloft, rescue procedures for aerial and subterranean environments, and electric shock and burn treatment. 4. Knowledge of the operation and theory of High Frequency (HF), Very High Frequency (VHF) and Ultra High Frequency (UHF) antenna systems. Skilled in making independent judgements and decisions regarding methods and procedures for completing assignments to include extending the use of conventional test equipment when interpreting fault analysis, repair and calibration techniques. 5. Knowledge of advance electronic principles to perform work involving routine repair, disassembly, modification, assembly, testing, installation, and maintenance of telecommunications systems, equipment and accessories. 6. Knowledge of the principles and theories of telephony fundamentals; electronic principles, including theory of solid-state components, digital techniques, locating cable faults, identifying causes of deterioration in cable, tracing buried cable, copper core, fiber-optic and coaxial transmission principles applying to telephone switching and radio frequency systems. PHYSICAL EFFORT: The work requires frequent standing, walking, bending, and climbing ladders. In addition, the work requires lifting and carrying equipment weighing up to 9 kilograms (20 pounds) unassisted and occasionally up to 23 kilograms (50 pounds) with assistance of lifting devices or other workers. WORKING CONDITIONS: Work is performed outdoors and indoors in well lighted and climatically controlled areas. Mechanics are subject to falls from ladders, minor cuts, and bruises. They are subject to electrical shock from electrical or radio frequency energy and to bums from hot components, or laser light emissions. The duties and responsibilities of this position fully meet the intent of the Telecommunications Mechanic at the WG-11 level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
