This position is located in Everglades National Park, in the Planning and Compliance Division. Open to the first 100 applicants or until 10/28/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

This position will serve as a planning team member on multidisciplinary teams of professionals and/or is independently responsible for developing and implementing a variety of comprehensive planning projects and studies and related enviromental documents. You will participate in all planning phases to include: seeking funding opportunities, preparing and finalizing project agreements; conducting internal scoping and civic engagement; and researching and analyzing a wide array of data and information including analysis of land uses, demographics, visitor use and outdoor recreation trends, socioeconomic factors, and natural, cultural, and recreational resources. Prepares National Environmental Policy Act documents to ensure all compliance and other regulatory mandates are met. Maintains relationships with National Park Service staff; state, local, and other federal agencies; and various civic groups, environmental organizations, partners, stakeholders and interested individuals. Consults with technical advisors, as necessary, to obtain specialized information and expertise needed to complet planning documents and participates in field operations, such as collection of research data or other aspects of resource management.

Qualifications

All qualifications must be met by the closing date of this announcement-10/28/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes experience that demonstrates the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized This experience includes activities such as:1) Ability to deal with people of differing backgrounds and behavioral patterns. 2) Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs. 3) Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve. 4) Preparation or review of plans and programs for natural resource utilization and recreation area development. 5) Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. This experience also includes performing duties related to outdoor recreation planning, which involves developing and implementing a variety of comprehensive planning projects and studies and associated environmental compliance documents; preparing and finalizing project agreements; conducting internal scoping and civic engagement; researching and analyzing a wide array of data and information including analysis of land uses, demographics, visitor use and outdoor recreation trends, socioeconomic factors, and natural, cultural, and recreation resources. YOU MUST INCLUDE HOURS PER WEEK WORKED. . -OR- EDUCATION: Successful completion of at least three full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree. Qualifying graduate education must include a Major study in a directly related field such as outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
