You will serve as a TECHNICAL PROJECT MANAGER in the Naval Undersea Warfare Center (NUWC) Code 159 Program Office of NAVUNSEAWARCENDIV NEWPORT RI. You will serve as the Technical Project Manager (TPM) in the Undersea Acoustic Communications area working within the NUWC Code 159 Program Office. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.

Duties

You will serve as the Technical Project Manager (TPM) in the Undersea Acoustic Communications area working within the NUWC Code 159 Program Office. You will be responsible for the day-to-day technical execution and leadership of the Undersea Acoustic Communications project team. You will provide program direction, oversight, risk management, and leadership to a multi-disciplined team of engineers, scientists, technicians and software developers. You will interact directly with the NUWC Systems Program Office (PMS 415) to establish yearly task assignments, negotiate funding levels, manage workload, provide risk assessment, prioritization of tasking requests, or project status. You will collaborate with Code 15 divisions/product lines or other Technical Project Managers to establish feasible products, schedules, and cost estimates to successfully execute assigned roles and responsibilities. You will be responsible for guiding and integrating the efforts of task leaders involved in or with requirements generation, systems engineering, and test and evaluation. You serve as a recognized authority and expert consultant on Acoustic Communications and represents NUWC Division Newport on program management teams with the responsibility and authority to defend the activities position. You will require the ability to manage and lead multiple, complex programs involving multiple codes within NUWC Division Newport and external with Warfare Center division, industry, and academia. You will require knowledge of Navy Undersea Warfare programs, acquisition requirements, process or milestones, and the broader DoD structure. You will establish technical objectives or plans, risk management, schedules, cost estimation, funding or staffing requirements, contracting, earned value, or task negotiations for the various phases of development.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. To Qualify for the ND-05 Position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-4 (GS-12/13 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist leading or managing programs or project teams to establish technical objectives or engineering approaches (e.g. risk management, scope, schedules, deliverables, task assignments, or cost estimates etc.) for ongoing technical execution of project teams and meeting milestones. To Qualify for the ND-04 Position: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 (GS-09/11 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer or Scientist supporting programs or projects to provide assistance with technical objectives or engineering approaches (e.g. risk management, scope, schedules, deliverables, task assignments, or cost estimates etc.) for meeting project milestones. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

  • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
