You will serve as a PDC Acquisition Readiness Coordinator in the PLANNING DESIGN & CONSTRUCTION DIRECTORATE OF NAVAL FACILITIES ENG COMMAND ATLANTIC.
This interdisciplinary position will be filled as a General Engineer (0801) or Architect (0808).
Duties
You will apply architectural and engineering practices to serve as an expert in the Planning, Design, and Construction Directorate business.
You will provide technical advice and recommendations concerning architectural and engineering concepts for facilities design and construction acquisition to solve problems that may not be resolved by routing methods or practices.
You will provide expert advice to senior colleagues and communicate effectively through oral and written expressions to field questions, de-conflict issues, and defend policies.
You will deliver technical products and service, utilizing knowledge of standards, codes, and practices of contracting for government services (budgeting, planning, and program management techniques) to review, assess, and resolve issues.
You will lead a team to develop the statement of work and establish Architectural Engineering Indefinite Design – Indefinite Quantity (AE IDIQ) and Multiple Award Construction Contracts (MACC)
You will act as the contract officer representative for AE IDIQ and MACC contracts assisting in the development and award of task orders, and report on usage and capacity.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing guidance in applying appropriate laws, executive orders, DOD regulations related to any DOD Military Construction Program or similar in the Private or Public Sector. 2) Managing receipt, determination of requirement, allocation and disbursement of design and construction funds for any DOD Military Construction Program or similar in the Private or Public Sector. 3) Reviewing and coordinating approval of all Construction Contract Awards, escalations, and reprogramming. Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
For the GS-0808, Professional Architecture Series applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in architecture.
OR
Successful completion of bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
