This position is located in California State Office within the Natural Resources Conservation Service (NRCS), United States Department of Agriculture (USDA), and assists the State Conservation Engineer. Responsibilities include performing professional engineering and scientific work involving hydraulics and hydrologic. Assisting the state engineer with providing technical guidance and overall planning, installation and maintenance of the engineering phases of conservation practices.

Duties

Performs hydraulic and hydrologic (HH) investigation of storage and operation requirements for all purposes within the Small Watershed Programs including flood control, earth dam, water supply, water quality, fish and wildlife and recreation. Prepares and/or reviews Area and Field Office designs for complex agricultural engineering practices for varies water resources relate projects. Directs and coordinates field examinations of hydraulic and hydrologic problems, determines potential solutions and organizes collection of data. Initiates, coordinates, and conducts hydraulic and hydrologic studies in planning investigations of systems and individual projects; and relates these proposed solutions to meet needs or alleviate problems. Coordinates the activities of and the requirements for the national and state dam safety and rehabilitation programs. Reports findings and makes recommendations regarding the Dam Safety Program to the State Conservation Engineer. Provides technical guidance and training to Area and Field Staff on H and H studies and H and H engineering related tool.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (You must submit licensure or registration.) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. (You must submit documentation) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-11 A. At least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: (Your resume must CLEARLY demonstrate this experience) Developing technical data for formal specifications regarding materials, sizes, dimensions, quantities and costs; Assisting with the development and preparation of water management coordination plans for the operation of flood control and multi-purpose dam and reservoir projects; and Assisting with site investigations and feasibility studies related to hydraulic and hydrologic impacts. B. 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in engineering or other directly related discipline. C. Combination of the above-described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages.
