Duties

Major Duties GS-06: Maintains the Facility Management Software System (FMSS) and related databases in order to support park, regional, and departmental goals for reporting accurate and pertinent information in relation to park assets, maintenance and construction requirements, expenditures, and accomplishments. Performs data entry and retrieval, prepares reports, and updates program cost components and supporting documentation for the maintenance management system. Analyzes report data to ensure labor, equipment, and resource information is accurate. Compiles data and presents reports to management from multiple databases for operational and fiscal purposes. Manipulates data, and uses different information retrieval formats to complete park, regional and national reports. Utilizes other software programs as needed to compile and display required information. Updates program cost components and supporting documentation. Tracks and updates the parks deferred maintenance backlog. Develops modified or alternative methods of record keeping in order to provide a more efficient record of maintenance operations. Develops and maintains the park-wide work request progress report and provides online access to all authorized users to improve communication between maintenance and other divisions. Coordinates the park-wide Facility Condition Assessment Survey, asset inventory, comprehensive and annual condition assessments needed for FMSS and other purposes. Provides on-the-job training to employees in subjects related to FMSS, FCAS and CESS program and coordinates and leads training of park personnel for the effective application and use of FMSS/FCAS/CESS and to ensure that accurate information is input. Coordinates with park/regional IT staff to ensure FMSS computer hardware and software are consistent and functional in the park. Provides administrative support pertaining to the collection of data including equipment and feature inventories and specification templates. Performs administrative support duties as assigned. Major Duties GS-07: Provides technical support on all aspects of FMSS/FCAS database software used to track and manage Facility Operations and Maintenance activities. Implements, operates, and maintains the database in order to achieve park, regional and departmental goals of reporting accurate and pertinent information relative to park maintenance and construction expenditures and needs. Monitors all FMSS data entered into the system and makes any required changes. Establishes, maintains, and updates a computerized inventory of fixed property and schedules condition inspections. Prepares and monitors work orders comparing actual versus planned accomplishments, briefs park staff concerning deviations, validates and/or verifies information sand enters data into FMSS. Identifies invalid data and suggests corrections. Routinely compares completes and analyzes reports of work request, comparing planned actions versus actual accomplishments. Utilizes FMSS and related software programs to compile, organize and track all data collected to support the Park's Asset Management Program. Works with various park staff including park superintendent, supervisory facilities operations specialist, and other park management and staff to compile and input the information necessary to produce accurate FMSS reports. Collects and analyzes data from a variety of maintenance programs such as FMSS, Project Management Information System (PMIS), Administrative Finance System (AFS), and Planning, Environment, and Public Comment (PEPC), by establishing and maintaining computerized data management and reporting systems. Works closely with project developers to prepare accurate work orders and cost estimates using the Cost Estimating Software System (CESS). Develop quality assurance and quality control (QA/QC) procedures and monitors accuracy of data.

Qualifications

All qualifications must be met by the closing date of this announcement-10/18/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing technical support in tracking and managing facilities and fleet operations and maintenance including building maintenance, repair, and restoration; planning maintenance activities and developing preventive maintenance programs for a park, recreational area, or similar operation. You must include start/end dates and hours per week worked. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: tracking and managing data as related to facilities and fleet operations, developing processes, etc., as it relates to data management for operations and maintenance of buildings, roads, trails, and other related facilities for a park, recreational area, or similar operation. You must include start/end dates and hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
