Duties

Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to provide legal support of those executing the law enforcement duties at the port level. Apply for this exciting opportunity to strengthen Homeland Security by serving as the driving force behind the day-to-day operations and overseeing the adjudication of all liquidated damage, penalties and seizure cases. This position starts at a salary of $108,127.00 (GS-13, Step 1) to $140,569.00 (GS-13, Step 10). In this Supervisory Paralegal Specialist position, you will become a key member of a team of Homeland Security professionals performing and directing administrative and operational work of the Fines, Penalties, and Forfeitures (FPF), and Seized Property programs. Typical work assignments include: Developing and evaluating all evidence, facts, and circumstances relating to a particular case and making determinations, decisions, and recommendations within the requirements of the laws and regulations. Reviewing and making decisions as to the acceptability of evidence in fraud cases, significant seizure cases, and in any case of unusual circumstances and/or complexity. Applying an in-depth knowledge of pertinent laws, CBP regulations, and procedures in discussing petition rights and identifying the obligations of the petitioner. Providing training and guidance to CBP employees relative to new or revised laws and regulations with respect to FPF processes. Overseeing and managing the Seized Property program's Forfeiture Fund expenditures and the direction, control, and coordination of all assigned FPF operations.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing and adjudicating seizures, penalties, prior disclosures, immigration carrier fines, and claims for liquidated damages. Reviewing and making determinations as to the presence of probable cause and/or the acceptability of evidence in order to ensure the sufficiency of cases. Providing expert advice to the Fines, Penalties, and Forfeiture (FPF) Officer on challenges and solutions involving the complexity of FPF work. Assuring that all due process considerations are met, the elements necessary to establish the legal sufficiency of the violation are present, and supporting documentation is provided. Providing broad and/or in-depth analysis and evaluation of facts, practices, and issues to enhance operational effectiveness, efficiency, and productivity. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/11/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
