This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Accounting Management Group, Division of Travel Policy and Operations (DTPO). As a Financial Management Specialist, GS-0501-12, you will serve as a project leader in areas of specific responsibility, providing technical and professional guidance and assistance, reviewing work upon completion, and offering on the-job-training.

Duties

Monitor all suspense account and cash reconciliation activity for the Division of Travel Policy and Operations. Monitors agency application and compliance of the Federal requirements. Review travel card transactions for cases of misuse, abuse and delinquency. Perform audit reviews to ensure all travel claims are consistent and compliant with the governing travel regulations and that payment of all travel vouchers are in accordance with established procedures. Assist with the development, recommendation and implementation of procedures for the automated travel systems to improve internal controls on the system, decreasing instances of fraud, waste, and/or abuse. Develop and prepares comprehensive written products (i.e., briefing/position papers, reports, memoranda, etc.) regarding financial and fiscal administrative issues.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: 1.) Reviewing travel claims and vouchers for accuracy and compliance with governing travel and financial policy; and 2.) Auditing travel transactions to identify potential deficiencies in internal controls and determine overall trends or findings within travel program; and 3.) Interpreting travel regulations and developing guidance and training materials to educate the travel community; and 4.) Reviewing credit card transactions and performing analysis to identify potential risks for unauthorized use. Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level. Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
