The incumbent serves as a senior policy expert for Freedom of Information Act, privacy, confidentiality and disclosure policy issues, including electronic privacy issues, such as electronic access rights. Ensures that strategic disclosure policy issues are integrated into SSA operations and business processes.

Duties

Implements legislative/executive directives relative to Agency privacy and disclosure policies/processes. Provides expert advice and recommendations to Agency staff/leadership on privacy and disclosure issues and their integration into Agency business processes. Plans, conducts and oversees a broad range of analyses of highly complex privacy and disclosure policy issues having Agency-wide impact. Represents and speaks for the Division Director, Executive Director and Deputy Executive Director when working as part of a committee or workgroup. Coordinates with, and provides consultative and advisory services to, officials from other SSA components, other government agencies, and representatives of public and private organizations. Manages SSA’s disclosure regulations, including drafting revisions and amendments to the regulations, coordinating component clearances, and responding to comments from the public as necessary. Directs complex projects that use established or ad hoc teams. Provides overall direction and works closely with the teams. Directs the formulation of recommendations, the resolution of problems, and the development of a final work product.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: 1) identifying, resolving, and completing all aspects of privacy compliance and privacy risk management activities; 2) reviewing and evaluating technologies to ensure that privacy controls and risks to privacy are fully documented with appropriate mitigation; and, 3) establishing, disseminating and/or managing Government information including implementing policies and procedures to manage Government information and providing information-related assistance and services to all types of managers and employees in support of day-to-day operations. In addition to the qualifications above, applicants must meet the following Selective Placement Factor (SPF): Knowledge of the Privacy Act, Federal Information Processing Principles, Office of Management and Budget (OMB) guidance, E-Government Act, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and other Federal statutes, mandates, and policies governing agency disclosure and privacy compliance requirements and initiatives. To meet this requirement, the applicant must demonstrate [3] out of the following [5] experiences indicators: Experience interpreting, implementing, and providing support on disclosure and privacy policy/compliance issues in accordance with Privacy Act, OMB, DOJ guidance and/or NIST mandates/directives. Experience analyzing and applying disclosure and privacy-related laws and requirements (e.g., Privacy Act, OMB, DOJ or NIST) to evaluate the potential effects of such laws/requirements on business operations and developing strategies to assist agency operations in meeting their disclosure and/or privacy compliance requirements. Experience providing policy analysis to organization programs and/or identifying regulatory or policy limitations, pursuant to the Privacy Act, E-Government Act, FISMA, OMB, NIST and/or DOJ mandates/directives. Experience providing guidance to program offices in complying with laws, regulations, and/or policies related to privacy and/or confidentiality. Experience keeping current on disclosure and/or privacy protection policies/issues that affect the organization.
