About the Position: As Police Chief, Police/Provost Marshal Division, the incumbent is technically and administratively responsible for the law enforcement operations at a large or medium garrison within the Installation Management Command (IMCOM).

Duties

Exercise law enforcement jurisdiction with responsibility for investigating, apprehending or detaining persons suspected or convicted of offenses against the criminal laws of the United States. Direct, through subordinate supervisors, civilian/military law enforcement and support personnel. Develop law enforcement programs and operating plans for the installation and is responsible for planning, supervising, and managing the operations of the division. Perform periodic and special statistical, financial and productivity analysis and evaluations of the short- and long-range requirements for and use of the Police Department resources. Conduct civilian personnel management responsibilities. Develop methods and procedures affecting overall operations and tasks subordinate supervisors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
  • Must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions: include, but not limited to, weapons, first aid/CPR, National Incident Management Systems training requirements.
  • Successfully pass a pre-employment and recurring medical / psychiatric evaluation IAW AR 190-56.
  • Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter IAW AR 190-56.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP) IAW AR 190-56.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Incumbent must be able obtain and maintain a valid Tier 3 (Secret) security investigation.
  • Official Temporary Duty (TDY) travel up to 10% of the time may be required.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander.
  • May be required to remain on duty after the official shift ends, i.e., mandatory overtime, irregular and/or rotating shifts, evenings, nights, weekends, subject to recall to duty.
  • Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
  • A one-year supervisory probationary period may be required.
  • This is an obligated position. This means that the former incumbent has reemployment rights back to this position.
  • This position has been designated as "Key" and shall not be vacated during a national emergency/mobilization. The incumbent must be exempted from recall to active duty.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
