You will serve as a Deckhand within Joint Region Marianas (JRM), Naval Base Guam (NBG), Port Operations Department. The duty station is Santa Rita, Guam.

Duties

You will assist in docking and undocking of waterborne craft. You will handle cables and lines during docking and range operations. You will handle lines and rigging during docking and undocking activities. You will assist barge transfer, providing visual guidance, tying off and mooring. You will assist captains/coxswains with brow and berthing/support barge placement. You will operate forklifts. You will communicate with the dockmaster and other port operations personnel via radio. You will guide and secure pier platforms, gangways, barges, fenders, and other berthing support that are in the water. You will use radio and visual communication to assist Harbor Pilots. You will conduct maintenance and pre-operational checks and inspections on Facility Response Team (FRT) craft, work boats, barrier boats and other waterborne craft. You will use pike poles, winches and davits to remove floating debris and hazards from the water. You will inspect interior and exterior of vessels, identifying and removing rust accumulation, and refinish areas with sealants, primers and paint. You will respond to oil spills, radiological emergencies and perform radiological emergency drills.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You must have or obtain a Forklift license or certification to operate a forklift within 90 days after onboarding and maintain for duration of employment.
  • You must become a qualified Facility Response Team (FRT) member within 90 days after onboarding.
  • You must complete Shore Installation Management Basic Boat Coxswain Course within 90 days after onboarding.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to work on scaffolding and ladders.
  • You will be required to lift up to 50 lbs.
  • You will be required work outdoors in all weather conditions.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require you to perform rotating shift work.
  • You may be required to work overtime.

The Screen-out Element for this position is the ability to perform the duties of a Deckhand as demonstrated by experience working under close supervision using knowledge of safe mooring practices, watercraft docking/undocking, line handling, Maritime/Marine Industry language and terms to perform the following: 1) Assisting in docking/undocking and/or mooring, 2) Handling lines, cables, and/or rigging. 2) Communicating with captains, coxswains, pilots, dockmasters, and/or port operations personnel using radios and/or visual communication using maritime terms and language. 3) Assisting in guiding and securing pier platforms, gangways, barges, fenders, and other berthing support equipment. 4) Conducting pre-operational checks and inspections on craft, work boats, barrier boats and other waterborne craft Applicants must meet the requirements of the Office of Personnel Management (OPM) Job Qualification Handbook for Trades and Labor Occupations.
