Promotion NTE: This is a not-to-exceed one (1) year temporary promotion assignment. This temporary promotion may be extended without further competition; however, it may not exceed a total of five (5) years. This temporary promotion may be made permanent without further competition per management discretion.
Duties
This position is located within the Department of the Interior, Office of the Secretary (OS), Office of Aviation Services (OAS) in Boise, Idaho. At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
Responsible for the Inventory tracking, aircraft ordering, payload development and approval to include managing the FBMS inventory and working with the national Uncrewed Aircraft Systems (UAS) program managers on fleet issues
manages and tracks the UAS fleet accounts for the bureaus, tracking all expenditures and deposits. Provide fleet reports to the bureau national aviation managers, regional and local managers.
Contracting: Developing the technical specifications for the UAS purchased by the department. Drafting the technical specifications section of both RFI's and RFP's. Responding to vendor questions related to the technical specification in solicitations. Working with bureau customers to refine their requirements.
Conducts inspections of fleet and vendor equipment and personnel, has final authority to certify/card UAS Pilots and Aircraft.
conduct surveillance and inspections of diverse types of UAS aircraft, and ancillary equipment to ensure maintenance and safety compliance with contract requirements and DOI, OAS, Federal Aviation Regulations and Federal Acquisition Regulations, and other Federal regulations.
Serves as the course lead for the planning and execution of several training events in a given year. Events include; Conducting both classroom and operational pilot training. Developing curriculum used on and interagency basis for training new remote pilots.
Reviews qualification and training programs for DOI UAS maintenance personnel. Recommends training where needed to assure a safe and efficient DOI maintenance operation.
Conducts analysis of existing UAS platforms and sensors for suitability for use by DOI, evaluate new payloads proposed by the bureaus for airworthiness and flight safety prior to approving those payloads and participate in the technical evaluation of contract proposals from potential vendors.
Serves as the technical specialist on the DOI Aircraft Accident Investigation Team for accidents involving DOI UAS when requested.
Telework: Office of Aviation Services has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Note: The telework referred to above is allowed only with prior supervisor approval. This is not a remote position; the selectee will be required to report to and work from the Boise, Idaho duty location.
This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.
Salary Range Information:
Boise, Idaho: GS-13; $103,409 - $134,435 per year.

Qualifications
Minimum Qualifications Requirements:
To qualify for this position, you must meet the (1) General Requirements, (2) Medical Requirements, (3) Licenses/Certifications, and (4) Specialized Experience for the grade to which you are applying.
(1) General Requirements:
Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
Valid State driver's license;
Fluency in the English language;
No chemical dependencies or drug abuse that could interfere with job performance; and
High school diploma or equivalent.
(2) Medical Requirements:
Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:
Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
Have the ability to hear the conversational voice (hearing aid permitted);
Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.
(3) Licenses/Certifications:
This position requires the following licenses and/or certifications in order to meet the conditions of employment.
FAA part 107 Remote Pilot Certificates.
OAS-30U; DOI Remote Pilot Cards.
(4) Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Experience working on field aviation projects and/or assistance with training or UAS projects.
Experience utilizing fire management strategies, tactics; and using various types of aviation resources and fire prevention and mitigation procedures.
Experience working on UAS training and policy implementation related to uncrewed aircraft systems.
Experience working with fleet UAS and/or with vendor provided equipment and personnel.
Experience planning and executing training events in a classroom setting or in operation pilot training environment.

Firefighter Special Retirement: This is a SECONDARY/ADMINISTRATIVE fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
