As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.Oversees and determines timeframes for major IT projects including system updates, upgrades, migrations, and outages.
Duties
Provides expert guidance and instruction on the most recent technologies and advising on what new technological solutions and their implementation will meet business and systems requirements. Develops and troubleshoots software using software development tools and applications, utilizes principles from mathematics and computer science to develop unit test software and software verification cases and procedures for embedded system in test systems of airborne navigation systems and flight inspection systems. JavaScript(ECMAscript), ReactJS, HTML 5, CSS3, Eclipse, SQL/PLSQL, Linux Command Line, Spring framework, Maven, Git, Golang. Organizes and executes tasks required to produce a tangible, service or deliverable timely and based on program objectives.
Requirements
- US Citizenship is required.
- Selective Service Registration is required for males born after 12/31/1959.

- A one-year supervisor/managerial probationary period may be required.
- Successful completion of a security investigation may be required.

Qualifications
Basic Requirements:Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.ORExperience:Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.ANDTo qualify for this position at the FV-J (FG/GS 14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.Specialized Experience includes: experience engaging in substantive analysis and application of advanced Information Technology (IT) principles, concepts, methods, and practices to provide expert technical advice, guidance, and recommendations to management and technical experts on critical IT issues; reviewing hardware and software specifications and contract work to include establishment of test requirements and validation procedures to measure performance quality and reliability; developing information technology support processes; developing future initiates with continual technological improvements to an agency's network; monitoring and communicating work progress.Applicants should include examples of Specialized Experience in their work history.
