This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 1 & 2, Program Assistance Division-Grants Management Branch in Green Tree, PA.

Duties

At the full performance level (GS-14) the major duties of this position include but are not limited to the following: Directs, coordinates, and oversees the work of staff assigning, reviewing, managing, and evaluating the work of government employees assigned to the branch or division. Serves as the Grant's Officer responsible for pre-award and post- award functions of both discretionary and mandatory funding incorporating various legal authorities and statutory requirements. Serve as a key resource and a grants management representative on various task forces and committees, internal and external. Provides continual oversight of the regional and/or center agreements program developing strategic plans and performance metrics and monitors each to ensure mission support. Oversees Federal Financial Agreement (e.g., grants and cooperative agreements) administration, modification, termination, and cost analysis functions from simple to complex and/or controversial.

  • Must be able to obtain and maintain a valid driver’s license in order to operate a government vehicle.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Provide expert advice and guidance to senior managers on grant policies and program plans and/or strategies; Handles financial assistance agreements that are in varying stages of development; Oversee performance of cost analysis to determine allowability, necessity, reasonableness and allocability of requested funds Assure that grant awards are issued in accordance with applicable laws, regulations, and policies; Evaluate issues of concern involving grant personnel and recipient organizations and render decisions on appropriate terms and conditions of award; Develop, research, analyze, and disseminates information related to financial assistance program based on pertinent legislative history, current and prior Federal regulations and applicable administrative policies and processes. Must meet all. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
