THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST, Position Description Number D2225P01 and is part of the KS 184 Intelligence Wing, National Guard.

Duties

An EMERGENCY MANAGEMENT SPECIALIST, GS-0089-11, you will develop, coordinate, obtain approval, and publishes plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2. Establishes wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance. Ensures EM planning and response actions are included in the wing Anti-Terrorism Force Protection (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and Chemical Biological Radiological Nuclear (CBRN) Control Center checklists. Serves as a member of Force Protection and Threat Working Groups. Develops, coordinates, and schedules annual review of Memoranda of Agreement/Memorandum of Understanding (MOA/MOU) and Mutual Aid Agreements (MAA). Analyzes, reconciles, compiles and correlates differences in approaches and identifies capability shortfalls and limitations. Develops and maintains applicable EOC Quick Reaction Checklists (QRCs) in support of the IEMP 10-2. Recommends courses of actions regarding Readiness and Emergency Management within the Wing. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK

Requirements

  • KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

Military Grades: E-8 Desired Military Assignments: 3E991 GENERAL EXPERIENCE: Must have experience gained in administrative, professional, technical, investigative, secretarial, or clerical work that provided you the ability to perform the following: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: Musthave experience at the level equivalent to at least a GS 09, that involves applying principles, concepts, and methods of emergency management operations sufficient to design projects having applicable precedents where well-established occupational methods, techniques, processes and precedents can be utilized. Do you have the knowledge of and skill in applying a comprehensive range of principles, concepts and practices relating to emergency management operations in carrying out the full scope of emergency management operations. Additional Conditions of Employment: Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position. This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.

Education

Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
