The Vocational Rehabilitation Specialist carries out all duties related to attaining and maintaining competitive employment for Veterans living with severe and chronic mental illnesses who are assigned to his /her caseload through the Supported Employment at the Aleda E. Lutz VA Medical Center. The focus of the Supportive Employment program is to promote optimal occupational functioning in the community of Veterans with severe mental illnesses.

Duties

Duties include, but are not limited to: Identifies suitable employment opportunities, monitors placements, promotes successful adjustment. Maintains day-to-day contact with potential employers, placement personnel, or other likely placement resources. Networks in the local community with businesses and employers that have job leads which are directly related to the interests and desires of the Veterans. Negotiates with employers, when appropriate, to provide reasonable accommodations to meet the needs of the Veterans, based on performing a worksite analysis. Counsels and guides Veterans through difficult transitions in the adjustment to the job. Helps the employer understand the nature of the Veterans limitations while maintaining a positive impression of the Veterans capacity to succeed. Contributes actively to the vocational rehabilitation strategies and supports the plans for all VRS-SE Veterans served by the team. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. To qualify for the GS-1715 Vocational Rehabilitation occupational series, applicants MUST possess the following: Education. Undergraduate and Graduate Education: Major study -- vocational rehabilitation, vocational or educational counseling, or other fields related to the position. OR Experience. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Work that required obtaining and applying occupational information for people with disabilities, knowledge of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program. Experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. Experience in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or supervisory work in programs of vocational rehabilitation or training programs for the disadvantaged, or personnel or employment placement work that provided extensive knowledge of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. English Language Proficiency. No person will be appointed under authority of 38 U.S.C. chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. GS-11 Qualifications Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) level in the normal line of progression for the occupation in the organization. Examples include: Providing service to individuals whose employability or job adjustment is impaired by a physical, mental, emotional, or other disability, or by a lack of basic education and job skills Networking in the local community to foster and maintain businesses and employer contacts. Program evaluation and making arguments for recommended changes. Negotiating with employers, when appropriate, to provide reasonable accommodations to meet the needs of the individual, based on performing a worksite analysis. Troubleshooting problems in the workplace to help develop, maintain, and nurture positive employer relationships. Identifying suitable employment opportunities, monitoring placements, and promoting successful placement. OR Education. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree in the related field of the position to be filled. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 2 years of graduate level education. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: Transcripts must be submitted with your application materials. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Walking, climbing stairs and driving a government vehicle will also be regularly required.
