This position serves as the Outreach Program Coordinator for the Hospital reporting directly to the Hospital Associate Director at the VA Bedford Medical Center, MA. This position is a full-time at 40 hours per week.
Note: This is a 1 year not to exceed position, but incumbent may be considered for permanent placement without competition.
Duties
The incumbent plans, implements, and analyzes marketing and outreach activities which support the Hospital's strategic goals including generating higher Veteran enrollment, improving name and brand recognition and increasing Veteran satisfaction. The incumbent plans, coordinates and directs the marketing and outreach activities for the Hospital, with responsibilities to include collecting, assembling, preparing and disseminating information concerning various programs related to patient care.
Major duties and responsibilities include but are not limited to:
Serves as a point of contact and subject matter expert for outreach and marketing programs for the Medical Center.
Leads the Medical Center's efforts in planning and implementing its outreach/marketing program.
Participates in developing a marketing strategy to identify prospective customers for outreach efforts.
Acts as marketing consultant to clinical and administrative staff.
Identifies effectiveness of the marketing methodology and implementation strategies with customers.
Recommends improvements or changes to processes and/or missions to optimize the overall workforce.
Communicates externally with the full range of agency stakeholders.
Establishes and directs a program to establish and manage all Hospital outreach activities.
Identifies opportunities for additional clinical services/product lines or for the expansion of existing clinical services/product lines using accumulated data and analytical techniques.
Exercises initiative and judgment in identifying problems and opportunities representing the Medical Center.
Communicates with the public as well as medical center management.
Determines needs, wants and expectations of health care beneficiaries through quantitative and qualitative research.
Works with clinical services to collaboratively develop marketing plans for specific health care programs and product lines in order to increase the numbers of clinical referrals to the facility.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-Time, Monday-Friday, 7:30am-4:00pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
For GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: in a developmental capacity, serves as Community Relations Specialist conducting outreach operations; develops and executes outreach operations and assists with community outreach execution and data analysis of their outreach program; provides support in identifying, developing and supporting outreach initiatives, which will enhance service delivery to Veterans residing throughout the Medical Center; collaborates with project stakeholders to assess their needs; identifies problems; provides assistance to resolve problems; identifies solutions and presents recommendations to project stakeholders, and leadership. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year of graduate level education (Masters/18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
FOR GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: leads outreach and marketing programs; uses market research techniques that include the development and use of appropriate survey instruments, focus groups, and statistical analysis of results to aid in identification of target population; plans, develops and implements appropriate market research to ascertain perceptions, attitudes, needs and wants of beneficiaries and providers; receives and coordinates distribution of vendor products; identifies community events; establishes and maintains effective working relationships with public affairs and outreach program professionals. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree or LL.M., if related. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. (Transcripts must be provided). OR,
Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education (beyond 2-years of graduate/Masters level education) may be used to qualify applicants for the GS-11 level. Physical Requirements: Work is primarily sedentary, although some physical effort may be required. Some walking, standing, bending, and carrying of light office items, computer equipment, presentation aids, displays and packets is required. Incumbent will be required to make periodic visits to other facility's, local community organizations, training sites, and other locations.
Work is often performed in an adequately lighted and climate controlled office, but it is also performed at community venues. This work will require significant local travel.
