This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an Investigative Analyst for the U.S. Army Insider Threat Operations Hub, a Division within the G-3 Operations Directorate, Headquarters, Department of the Army (HQDA) G-3/5/7.

Duties

Gather information derived from various sources in order to assess and detect potential insider threat. Conduct research and analysis regarding employees whose behavior may potentially pose a risk to the organization or security of the United States. Process and record relevant insider threat information in insider threat information systems. Develop insider threat analytic products to include Situation Reports/Spot Reports. Use secure information systems to provide analysis for potential threats. Provide After Action Reviews on insider threats and recommendations as appropriate Brief products, assessments and recommendations to Hub leadership. Produce insider threat and risk assessment referral packet to authorities

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience GS-11: One year of specialized experience which includes gathering information to analyze and record in Insider Threat Management Systems; assisting with preparing insider threat risk assessments; and providing insight to leadership on briefing products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Administration of Security and Justice or Criminal Justice. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages Specialized Experience GS-12: One year of specialized experience which includes briefing management on potential insider threats; gathering information from various sources to assess risk and detect threats while protecting individual privacy; and recommending mitigation through assessments of potential insider threats. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized Experience GS-13: One year of specialized experience which includes briefing leadership on potential threats to the organization; utilizing Insider Threat Information Systems to detect and assess risk and process insider threat information while protecting individual privacy; and providing mentorship, advice and guidance to junior personnel in generating risk assessments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education
