Duties
Agency’s expert in Planning system functionality and business capabilities, planning and directing evaluative surveys on logistics and supply management procedures.
Incumbent plays a principal role in determining how the Planning process is executed, including system changes or other process improvements which have substantial impact on major enterprise-wide processes.
Lead specialist over the Planning process issues and problems of high visibility and critical to the Agency.
Identifies, develops, and manages process-specific Key Performance Indicators and metrics to ensure the Planning process area is meeting performance targets.
Develops future Planning process strategies and assesses the impact of policy/legislative requirements from the DoD and Congress to provide enterprise-wide process improvement recommendations to top-level Agency management.
Incumbent is a key role in legislative matters regarding initiation, development, and recommendation of legislation pertaining to the Planning process area.
Coordinates and responds to major Congressional, Government Accountability Office (GAO), or Inspector General (IG) investigations, audits, and inspections.

Qualifications
To qualify for a Supply Systems Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Conducts comprehensive surveys and studies on the formulation, coordination, and implementation of long-range plans and enterprise-wide supply logistics programs.
Develops new techniques and policies to solve recurring supply planning problems.
Makes recommendations addressing complex and interrelated issues based on research and findings of cost benefit analysis on the economic feasibility and logistics.
Develops and analyzes legislation and enterprise-wide policies for the Planning and supply functional process.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
