WHAT IS THE SMALL BUSINESS/SELF-EMPLOYED (SB/SE) DIVISION?

Vacancies will be filled in the following specialty areas:
Small Business Self Employed Collection Operations, Specialty Collection Offer-in-Compromise Process Examiner.
The following are the duties of this position at the full working level.
Performs the full range of Offer in Compromise Program duties to include determining processability, whether the application fee and Tax Increase Prevention and Reconciliation Act (TIPRA) payment have been sent in, determine the jurisdiction, whether the taxpayer is in bankruptcy, whether to return the offer, and if special handling is required.
Conducts research using various automated systems and the results are recorded in the Automated Offer in Compromise (AOIC) system.
Corresponds with the taxpayer and/or their representatives by letter and/or telephone concerning payment of delinquent taxes or requests for information needed to process the offer application.
Makes adjustment(s) on account(s) based on information provided by the taxpayer or their representative.
Maintains and updates an inventory of offers in compromise which require perfection and or case building.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-05 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Examples of qualifying experience include experience performing a variety of miscellaneous tasks involving researching and processing financial documents, reviewing information and determining corrective action on accounts, researching for missing/unclear accounting information and reviewing financial documents submitted for completeness.

EDUCATION: Completed four (4) years above high school in any field, in an accredited business, secretarial or technical school, junior college, college or university
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-06 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Examples of qualifying experience include positions dealing with the public analyzing tax or accounting issues. Experience must have included analyzing and resolving problems, adjusting accounts, and providing information on financial issue.
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Examples of qualifying experience may have been gained in positions in a bookkeeping or accounting position, or in a position dealing with the public analyzing tax or accounting problems and resolving high-conflict differences through use of established guidelines, or in a position dealing with customers in person, in writing or by telephone in a variety of situations that require solicitation of information to identify concerns and offer solutions. Your position may have included interpreting account information to address a variety of issues, guidelines, and past transactions. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
This is a bilingual position. Applicants will be required to demonstrate proficiency in SPANISH. You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions.
