The purpose of the position is to perform routine and uncomplicated biological science tasks common to natural resource management. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately 25 pay periods, and you will be in a non-pay status for the remainder of the year.

Duties

The Biological Science Technician serves in the resource management division of the Mississippi National River and Recreation Area (MISS), a partnership-based national park in Minnesota. MISS has a significant and active volunteer program that supports natural resource management activities including the Habitat Restoration Event (HRE) program. The incumbent will provide advice, assistance and training to support the park's volunteer programs on tasks such as treatment and removal of invasive and exotic species, and landscape restorations including planting and caring for native plant species under the guidance of the field biologist. The incumbent will provide an important role in assisting to maintain communication and building working relationships with Tribal interests as related to MISS land management activities. The incumbent may provide informal interpretation on habitat restoration events to park visitors. The incumbent will assist the field biologist in landscape restoration activities that include invasive species removal and control and re-introduction and care of native plant species. The incumbent will implement established natural resource management projects and field research by following instructions and standardized procedures to collect and organize field data. The incumbent will ensure adequate quality control of data collected samples. Recording all data collected and providing preliminary assessment and classification of the information will be expected. The incumbent will provide technical information, ensure quality control, and solve logistical or operational problems within the scope of the incumbent's knowledge and authority. This is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal position includes all the benefits of permanent employment but does not provide employment on a full year-round basis. As such, selectee will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectee is guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical non-pay status is December 1 to mid-December but can be variable during these months due to project requirements or weather conditions.?

Qualifications

All qualifications must be met by the closing date of this announcement-10/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Twelve (12) months of specialized experience equivalent to the GS-04 grade level in the Federal service. Specialized experience for Bio-Tech (Plants) GS-05 is experience which demonstrates you have the knowledge, skills, and abilities to perform the duties of this position. The specialized experience required is normally work performed in a controlled environment. Examples of qualifying specialized experience include: Conducting plant censuses and surveys and assembling the information. Following standardized procedures to collect data on the condition of range, grazing or forage. Use statistical methods and procedures to perform testing of field data collected. Install, operate, and maintain resource management equipment (tools, sampling and monitoring, photographic, and laboratory equipment) prepare graphs, charts, and illustrations for reports and technical publications relating to plant management activities. Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment. You must include hours per week worked. -OR- EDUCATION: Successfully completed a full four (4) year course of study leading to a bachelor's degree with major study or at least twenty-four (24) semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least six (6) semester hours are directly related to the position such as botany, forest ecology, silviculture, plant ecology, etc. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts. -OR- A combination of specialized experience as described above and education as described above which total 100 percent. Only education beyond the sixty (60) semester hours above high school is considered qualifying when combined with specialized experience. Thirty (30) semester hours beyond the first sixty (60) is equivalent to six (6) months of specialized experience. For example, six (6) months of specialized experience (50% of the specialized experience requirement) and 90 semester hours with at least twelve (12) semester hours related to the position and three (3) hours directly related to the position (50% of the education requirement) would be considered qualifying. NOTE: If you are qualifying based in part, upon education, you MUST submit a copy of your transcripts. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
