This is a public notice for FTA authorized Supervisory Transportation Program Specialist (2101) positions open to U.S. Citizens.

Duties

The Director of the Office of Planning and Program Development in New York City leads and supervises a cross-disciplined team of Community Planners, Environmental Protection Specialists, and Transportation Program Specialists who administer Region 2’s core functions related to project and program development, including state and local transportation planning activities, grants development, and the federal environmental review process for critical transit investments totaling over $51 billion in federal funding.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience leading or advising on the work of other employees. Experience developing guidance and training materials, such as standard operating procedures, program circulars, guidelines, and frequently asked questions; providing training and technical assistance and preparing briefing papers and similar documents to convey options, interpretations, analysis, guidelines, recommendations and advice. Experience in managing budget/grant programs and interpreting policies and implementation of program guidance. In addition to meeting the above specialized experience you must meet at least one of the below: Experience in capital project planning, development and review of grant applicants and awards or in project management and the provision of oversight for capital projects. OR Experience managing data analyses and data queries, including compiling appropriate data sources, conducting analysis, and evaluating root causes of data issues to identify deficiencies, trends, and performance to senior leadership, internal and external stakeholders. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Project management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Oral and Written communication- Makes clear and convincing oral and written presentations. Clarifies information as needed.
