This hydrologist position is in the Division of Regulatory Support within the Program Support Directorate at OSMRE in Washington, DC. The position supports national technical policy setting initiatives, reviews regional decisions to ensure consistency across the country, and is the climate bureau lead for OSMRE. Duties

At the full performance level (GS-13) the major duties of this position include but are not limited to the following: Works with regional hydrologists and serves as the senior hydrologist on sophisticated, complex, and generally costly long-term projects. These projects are often highly visible, sensitive, and controversial, with the potential to influence agency policy. Acts as an expert on techniques for characterization and abatement of acid mine drainage (AMD). Expertise is provided in support of state regulatory programs and state abandoned mine land programs. Provides hydrological expertise in the development of regulations, OSMRE directives, and technical handbooks or reference materials for use by OSMRE and state regulatory programs. Provides specialized expert advice, highly authoritative recommendations, and professional leadership to OSMRE and SRAs relative to hydrologic aspects of surface and underground mining activities under the jurisdiction of OSMRE. Serves on and provides leadership for national ad hoc groups, committees, and task forces to evaluate specific issues, projects, or proposals like climate policies. Provides expertise on a national level in the areas of geology and hydrogeology to determine that mining and reclamation plans will result in appropriate environmental protection and ultimately in successful reclamation after mining. The Office of Surface Mining Reclamation and Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework up to 50 percent with supervisor approval. Salary Range Information: GS-13: ($117,962-$153,354) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. OR Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education. AND (2) Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Collecting and interpreting hydrological data to provide recommendations to decision makers on remediation or reclamation strategies or policies, and Serving as a project leader or senior project member on hydrologic investigations by planning, conducting, and reporting on interpretive studies MUST MEET ALL Note: Applicants selected for interviews may be asked to participate in a writing exercise or submit a writing sample as part of the interview process.
