This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Located in the Soldier Recovery Unit (SRU), the Physical Therapist (PT) is the manager for the SRU Adaptive Reconditioning Program and Subject Matter Expert (SME) for physical training and injury prevention.

Duties

Provides patient/family education on the injury/disease process and its effect on function, joint protection, energy requirements, ergonomic needs, activity modification, and progression of function or changes in impairments. Educate and counsel patients and family members on diagnosis, prognosis, and treatment plans. Develop and implement complex treatment plans. Provides functional interventions as needed to improve Soldier’s physical capacity to perform daily physical work and leisure activities. Plan, coordinate, and implement goal-oriented group and individual physical therapy treatment programs. Ensures compliance with Army Recovery Care Program (ARCP) standards and directives and MEDCOM Physical Therapy standard operating procedures (SOPs) and regulations. Monitors program evaluation and compliance through the development of measurable indicators; audits outpatient records for compliance with standards; conducts needs assessments and monitors productivity and standards of practice. Supervises and coordinates the work of assigned civilian Physical Therapist Assistant(s) (PTA) engaged in performing physical therapy care and treatment. Assigns work to Physical Therapy Assistants based on priorities, difficulty of assignment and the capability of subordinates and provides technical oversight. Identifies development and training needs of subordinates and approves and/or arranges for needed development and training.

Requirements

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required
  • This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • Current Advanced Life Support or other advanced certification does not supersede BLS completion.
  • A pre-placement medical examination is required.
  • This position is a Testing Designated Position (TDP) subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
  • This position requires the ability to lift 50 lbs.
  • This is an inclement weather position. The incumbent is expected to make every attempt to report for duty on time and/or remain on duty during inclement weather conditions.
  • Incumbent may be required to perform call duties; work overtime to include weekends and federal holidays, out of cycle, or unscheduled training or on an emergency basis.
  • The work will require the incumbent to work evenings/nights, rotating shifts, extended hours or other schedules common to hospital operations.
  • Travel may be required up to 5% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Physical Therapist: Degree: A graduate (or higher level) degree that included a physical therapy curriculum approved by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or a professional accrediting organization recognized by the U.S. Department of Education at the time the degree was obtained, and completion of the clinical requirements prescribed by the school. Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physical Therapist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and must have passed the National Physical Therapy Examination administered by the Federation of State Boards of Physical Therapy (FSBPT). Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0633 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: evaluating physical therapy patients, implementing physical therapy treatment plans, and overseeing Physical Therapy Assistants. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
