This position is located at the NCA North Atlantic District Office in Philadelphia, Pennsylvania.
The incumbent serves as the principal financial advisor in the NAD office and provides advisory services to the NAD Executive Director, NAD Chief of Operations, NAD staff, Cemetery Directors and their staffs on all aspects of the financial administration program in order to assist them in performing their managerial and operational functions.
Duties
Major duties:
Serves as the principal financial staff advisor to the North Atlantic District (NAD) Director.
Informs the NCA Director of Budget and Planning on the status of the NAD's progress in implementing financial management initiatives.
Directs or participates as the senior member in studies and surveys of financial management systems and procedures.
Participates in and/or conducts audits of commitments, obligations, and costs incurred by NAD cemeteries.
Establishes, examines, reviews, and monitors internal control systems.
Conducts training in various budgeting and financial management techniques to Cemetery Directors and Program Assistants.
Working in conjunction with each cemetery director, formulates and Recommends allocation of funds under control of the NAD Director and maintains NAD-wide financial records.
Enforces and strictly monitors NAD-wide spending variances set by NCA Central Office and reports any deviation from these variances to the NAD Director and NCA Central Office.
Performs public outreach as needed.
Work schedule: Required to work Monday through Friday. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the District Office. Occasionally staff may be called to perform emergency overtime work.

The full performance level of this position is GS - 13. At the level GS-12, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-12 - $95,694 to $124,398
GS 13 - $113,792 to $147,934

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement.
For a GS-12 level position you must have served 52 weeks at the GS-11.
For a GS-13 level position you must have served 52 weeks at the GS-12

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-11 for the GS-12 or GS-12 for the GS-13 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is sedentary; however some travel to conferences, meetings and site visits to the North Atlantic District cemeteries may be required.
