This position is in the Office of Science Policy and Communications (OSPC), one of five Offices and five division/centers in the Institute. The OSPC serves as the National Institute on Drug Abuse (NIDA) link to the community at large and provides a focal point for NIDA policy development. The office's mission is to lead NIDA's strategic efforts to inform public health policy and practice by ensuring the institute is the trusted source for scientific information on drug use and addiction.

Duties

Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyzes and integrates program financial, technical, and other information Define goals to be met on major program issues, recommends a course of action, and implements the course of action chosen for various administrative areas of the organization, such as budget and fiscal management, supply, service and equipment procurement, personnel and workforce utilization, contract negotiation, construction and renovation, or space utilization Develop and maintain detailed program management plans, goals, and objectives for the long-range implementation, administration and change of the assigned program, and develops criteria for evaluating the effectiveness of the program Evaluate the content of new or modified agency acquisition policies and procedures for projected impact on assigned organizational projects and resources. Ideal candidate (but not required) would have experience serving as a contracting officer's technical representative (COTR) responsible for assigned contracts.

Qualifications

You qualify at the GS-13 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; Leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; Establishing study methods and techniques to be utilized in complex studies and audits; and Developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
