The incumbent serves as an Administrative Officer in a level 3 complexity VA Health Care System. In this position, the incumbent serves in the primary role of Administrative Officer to the ELPVAHCS Chief, Pharmacy Service and the position is located at the main VAHCS El Paso, Texas. The primary responsibility of the incumbent is organizationally responsible and accountable to the Chief, Pharmacy Service.

Duties

Administrative The incumbent's administrative responsibilities include acting as a resource person for interpretation and reference on current VA regulations, with expertise in broad administrative levels as a liaison that has contact with all disciplines at ELPVAHCS. The incumbent is responsible for independent performance of duties as delegated by the Chief, Pharmacy Service. Duties include, but are not limited to: Serves as the Pharmacy representative to Human Resources Management Service on all personnel issues, requiring substantial practical knowledge of Title 5 and Title 38 hybrid employee relations. Oversees Pharmacy Service quality assurance and quality improvement programs. Gathers data and performs basic data analysis to give guidance to Pharmacy management on technical issues with supplies, encounters, equipment, space, pharmacy operations, and / or personnel. Incumbent coordinates and prepares the annual budget plan, budget worksheets, and budget forecast in collaboration with the Chief, Pharmacy Service. Assists in long range planning for new or changing programs and estimating financial requirements for manpower, supplies, and equipment. Exercises authority and establishes internal methods of control to ensure funds are appropriately used according to the operating plan and established cost containment method. Advises Pharmacy management as to the status and availability of funds and for the appropriate distribution of funds. Serves as the liaison for pharmacy authorized non-VA care reimbursement. Budgeting / Logistics / Contracting The incumbent is an integral part Pharmacy Service and participates in the overall planning of the Service operation. This includes budget planning, staff requirements, space assignments, equipment and projects for specialized medical problems and the incumbent is charged with the responsibility for coordinating and reconciling the needs of service in these projects. Incumbent is responsible for ensuring all equipment requirements are acted on in a timely manner and entered appropriately. Incumbent is designated as an approving official for the Government Purchase Card. As a designated approving official or alternate approving official the incumbent is responsible for meeting the standards for documentation, reconciliation, and approval of the purchase cards as set forth by VA Handbook 1730.1, Use and Management of Government Purchase Card, dated August 27, 2008. As mandated by VACO and VISN17, approving officials and alternate approving officials will be held accountable for the following: Monitoring the cardholder to ensure that purchase card payment transactions are reconciled within fourteen (14) calendar days of receipt of IFCAP Purchase Card message. Certifying all procurements is legal and proper and that all items are received. Certifying all transactions made by the cardholder, assuring applicable documentation are maintained and questioning any discrepancies. Certifying reconciled payment charges in IFCAP within fourteen (14) calendar days of reconciliation by cardholder. Ensuring that all Federal, VA and local acquisition regulations are followed. Completing reconciliations for pending orders for employees who transfer out of service or are on annual leave. Patient Safety The incumbent will be responsible for promoting a culture of safety and will fully cooperate in efforts to improve patient safety and eradicate potential events including the reporting of events resulting in actual or potential injury to a patient. Incumbent must demonstrate knowledge of the reporting procedures involving safety issues relating to patients. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge, experience, and understanding of the concepts of a health care organization, management processes, organizational behavior, financial management, human resources, and statistical applications. Knowledge of the organizational structure of a medical center and functions / interactions of other services to ensure a full understanding of a variety of administration / office support services required to accomplish the mission of a medical center and service. Knowledge of and skill in applying employee relations concepts, practices, rules, regulations, and procedures as a supervisor and in support of management. Incumbent must utilize skill in applying employee performance and personnel management rules, regulations, and procedures. Ability to interpret and write policy statements in accordance with governing regulations / standards established by regulations. Ability to collect, organize, and evaluate data, and to develop courses of action to identify and resolve problems or deficiencies. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Skill in applying conventional fact-finding and problem-solving techniques to complete projects and reports. Knowledge of budgeting concepts and procedures, methodologies for determining costs, and workload forecasting. Knowledge of principles of cost benefits or cost containment analysis to analyze the effectiveness of organizational changes on the facility cost and quality patient care. Ability to operate a personal computer, data terminal, and related software/hardware. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. You will be rated on the following Competencies for this position: Administrative and Management Attention to Detail Customer Service Decisiveness Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
