Vacancies will be filled in the following specialty areas:
Servicewide Policy, Directives, and Electronic Resources (SPDER)
The following are the duties of this position at the full working level.
Applies business logic to build solutions and produce architecturally sound, maintainable technology by identifying, developing and delivering innovative ways to resolve or address business process, operational and/or system issues using low-code application platforms, which directly affect the accomplishment of principal business program goals and objectives, related to: customer services or product delivery; team coordination and project efforts, governance processes and procedures; and enterprise system limitations, functionality challenges, records or privacy policy or other business requirements.
Creates and/or completes development and management of project plans and actional roadmaps for short and long-term projects. Investigates, analyzes, identifies, plans, and implements process and workflow projects to improve quality, reduce costs, increase productivity, and improve cycle time. Creates and/or completes solution design documentation for user support, administration, and development. Creates and/or completes effective customer oral/written communications to present business cases and proposals, to an enterprise audience, including senior leadership, executives, managers, and analysts.
Leads with cross-functional teams, including leadership, customers, and IT (business analysts, developers, and project managers), through inter-departmental engagements and communications to ensure successful delivery of digitalization and business improvement solutions.
Prepares directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines and recommendations (such as Governance Documents, articles included in BU Communications emails, IRMs, proposals for IT consideration of system add-ons) to introduce new initiatives and recommend effective operations consistent with policies and objectives.
Research the market to improve service offerings in business and technology management, for application to operational and system programs at the team, BU, and enterprise levels. Collaborates with subject matter experts in other business units on best practices, strategies, and effective administrative techniques.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC REQUIREMENT:
To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Examples of specialized experience for this position includes:
Experience applying, advanced low-code programming concepts, methods, and practices in order to design, develop, and manage systems that meet current and future business requirements.
Experience with digital fluency and collaborative skills in order to strategically enhance interactions and drive innovative business solutions using technology, including low-code environment platforms and visual model-driven environments.
Experience using project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments to plan, schedule, implement, closeout, and evaluate complex projects and studies.
Experience using oral communication techniques to present findings and deliver briefings, help others in understanding and accepting findings and recommendations and negotiate solutions to disputed recommendations.
Experience applying written communication techniques to clearly and effectively prepare project papers, staff reports, manuals, and directives. Skill to research internal and external sources and use findings to provide direct results.
Experience with business context and goals and tailor digital and automation to achieve business needs and desired performance and outcome.
Experience applying a wide range of qualitative and/or quantitative methods for data collection, analysis, interpretation, visualization, and management to assess and enhance program effectiveness or improve complex management processes and systems.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: To qualify for this position at the grade 13 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of the organization and project management techniques to evaluate projects, and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
