This Health System Specialist (Group Practice Manager) position is in Health Administration services at the White River Junction VA Medical Center located in White River Junction, VT.

Duties

The Supervisory Health System Specialist serve as the Ambulatory Care Operations Director Group Practice Manager (ACOD-GPM) providing oversight and administrative management of all ambulatory care services in the Veterans Administration Medical Center (VAMC) and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care. The ACOD-GPM is responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into an efficient Clinic Practice Management model. The incumbent is responsible for supporting high quality, accessible, cost effective health care services and for ensuring a high quality patient experience for the Veteran. Duties include but are not limited to: Provides access related consultative services to the Veterans Health Medical Center (VAMC), Veterans Integrated Service Networks (VISN) and National leadership. Works with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes. Reviews and provides input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Works as part of a national group of ACODGPMs to ensure a wide range of local factors are considered in the development of national policies and procedures. Collaborates with staff from other facilities and works on national project groups to review and develop national and VISN level policies, procedures, systems, requirements documents, and business or access analysis initiatives. Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts. Reviews and evaluates local processes and procedures to determine areas of effectiveness, efficiency, and improvement. Reports on facility access to Executive Leadership. Interfaces with the national access leadership to evaluate and incorporate best practices to improve patient access to care and ensure that standards set are met locally. Coordinates efforts with national requirements. Serve as the supervisor for a unit engaged in clinic access and data analytics. Independently applies the board guidelines provided by leadership. Maintains overall programmatic responsibility for the efficient operation of the program. Leads program planning and execution for VHA-approved program of clinic practice management at the VAMC level. Builds local program to implement all national guidance. Oversees execution as primary agent for VAMC leadership. Exercise supervisory authority involving work assignment and review to include administrative and personnel management functions that are communicated through the formal employee performance management systems. Observes and conducts work performance critiques. Provides formal and informal feedback and evaluates employee performance. Develop both long- and short-term policies and plans. Coordinates ambulatory care medical administration needs for incorporation into annual budget and operating plans. Performs additional duties as assigned. Work Schedule: Monday- Friday, 8am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. NOTE: The specialized experience must be well-documented on your resume. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. Work Environment: Work is typically performed in an adequately lighted and climate controlled office. The employee may require occasional travel.
