The primary purpose of the position is to provide administrative management of programs within the Anesthesiology Service Line, working closely with the Administrative Officer to manage all administrative aspects of the service line to include equipment management, HR actions and processes, data requests, taking administrative action when necessary and making decisions that affect the administrative section when necessary.
Duties
Major duties include administrative and program management, budget operations, human resources operations, and supervisory duties. Duties include but are not limited to the following:
Provides administrative and program management to the service.
Making recommendations for improvements to access to care, utilization of workforce, book-ability of providers, and productivity.
Assisting the managers and supervisors and keeping them informed of organizational updates and/or program changes.
Works with national offices and various accreditation agencies most notably the Pain Management and Opioid Safety Program Office (PMOP) and the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation.
Analyzes, summarizes, identifies, interprets and evaluates significant trends and issues pertaining to productivity, access to care, consult management and provider utilization,
Assists with preparing bi-annual management briefs, annual budget briefs, and quarterly access briefs as well as justifications, charts, graphs, statistical and narrative data for briefings and presentations to management officials
Manages requests requiring administrative action and delegating them within the Section such as data pulls, controlled correspondence and local, VISN 20, or National suspense items.
Ensures administrative and regulatory requirements pertaining to the function of the sections assigned are met
Maintains historical and projected workload data for tracking and planning purposes
Provides oversight of Equipment Inventory Lists (EIL), space and key assignments
Provides oversight of the Service Line Emergency Preparedness program
Forecasts and estimates program requirements and prepares reports such as budget reports, work force reports and recommendations for service line structure.
Responsible for the day-to-day management, oversight and reporting of fund control points.
Maintains an integrated financial reporting system for all programs.
Develops and utilizes budget estimates prepared to make resource allocation recommendations and decisions
Prepares and presents information on capacity, demand, workload projections, program development, cost information and associated resource needs to senior leadership of V APSHCS.
Serves as a control point official
Directs the development and submission of Human Resources action documentation and ensuring all actions are completed in accordance with Human Resources and VAPSHCS policies and regulations for matters.
Coordinates recruitment action for positions within the Service Line for the Human Resources Office
Provides expert advice to clinical managers and supervisors regarding Human Resource issues.
Manages the flow of documents required for the credentialing and privileging of staff
Develops and updates position descriptions and functional statements
Provides guidance to the Section Directors regarding Employee & Labor Relations requirements.
Provides technical and administrative supervision for a subordinate staff of two administrative employees.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
The full promotion potential of this position is GS-11.
Work Schedule: Monday-Friday 7:30am to 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on an ad hoc basis determined by the needs of the service and supervisor approved. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days the closing date of this announcement, 10/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS 9 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization, and that provided the knowledge, skills, and abilities to successfully perform the duties of the position . Examples of specialized experience would typically include, but are not limited to: Administrative management within a healthcare system; Knowledge of productivity, access to care, consult management and provider utilization; Managing requests for data, controlled correspondence and/or suspense items; Basic budget and accounting principles; Fund control point management or purchase card holder; Human Resources management; Coordinating flow of documents within the service line; Making recommendations to improve patient services. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D in a related field of the position to be filled. Education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience equivalent to GS 7 described above to meet the total experience requirements. Education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED)
GS 11 Minimum Qualifications:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative management within a healthcare system; Analyzing, identifying, interpreting and evaluating trends and issues related to productivity, access to care, consult management and provider utilization; Managing requests for clinical information, data pulls, controlled correspondence and suspense items; Knowledge of healthcare system accreditation and regulatory requirements; Coordination of credentialing and privileging documents; Management of administrative resources such as budget, contracting/procurement, space and equipment; Human Resources management such as recruitment, promotions, labor relations, performance reviews, position classification, employee orientation and training, developing functional statements and position descriptions, and compensation panels; Developing and utilizing budget estimates; Coordinating the flow of documents within the service line. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M, in a related field of the position to be filled. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed graduate level education (beyond the first 2 years) and specialized experience equivalent to the GS 9 as described above to meet total experience requirements. Physical Requirements and Work Environment: The work is primarily sedentary and performed in a typical office setting. Some slight physical effort may be required. Routinely walking around the Medical Facility. Work is performed in an office setting which is adequately lighted and climate controlled; however, regular trips to patient treatment areas and exam rooms are essential. The position requires travel between both divisions of the VAPSHCS, and may require occasional overnight travel to meetings, conferences and training sessions.
