This vacancy is for a GS - 1102 - 9, Contract Specialist located in the Department of Homeland Security, U.S. Coast Guard, CG ACADEMY ACADEMICS DIVISION.
Duties
You will serve as a Contract Specialist and be responsible for planning and recommending for execution, contractual actions and phases for assigned programs.
Qualifications
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION:
A 4-year course of study leading to a bachelor's degree with a major in any field;
or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
AND
To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience must include the following:
Assisting customers in formulating requirement packages.
Creating and issuing solicitations.
Performing recurring or developmental assignments involving the use of formal advertising or basic negotiations procedures.
Performing basic analysis of contracts.
OR
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 level by possessing a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled.
OR
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the grade GS-09. Therefore, only education in excess of 1 full year of graduate level education may be used to combine education and experience.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. FAC-C Professional Certification:
Training is referenced within the Federal Acquisition Certification in Contracting (FAC-C) Modernization Memo issued by the Office of Federal Procurement Policy on January 19, 2023. Applicants must meet the FAC-C Professional requirements and be certified at the time of application. Possession of certification must be indicated as part of the application submission AND a copy of certificate/certification is required at time of application. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment. A valid Defense Acquisition Workforce Improvement Act (DAWIA) certification is equivalent to a FAC-C at the same certification level, provided the FAC-C education and continuous learning requirements have been met.
