This vacancy is for a Supervisory Program Manager position in the Decennial Contracts Execution Office located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties
Serves as Program Manager on major Decennial or similar large-scale contracts and/or projects, utilizing program management techniques to oversee the program including requirements, budget, cost control and schedules.
Manage and provide guidance to staff on issues related to supervising, communication, and conflict resolution.
Communicate using highly effective techniques, consult, collaborate, and build partnerships with stakeholders to support organizational goals.
Work with matrixed managers with subject matter expertise and/or IT experience and contractor support to monitor status for large programs.

You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level: Specialized Experience: To qualify, candidate must have at least one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-14 in the Federal service which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in (1) program management including experience with cost control, risk management and scheduling; (2) leading teams, supervising staff, effective communication skills, conflict resolution, negotiation and working with stakeholders (3) Contract Management that includes knowledge of contractual requirements, contract modifications and contract monitoring; and (4) program integration, working with matrixed managers with subject matter expertise and/or IT experience and contractor support to monitor status for large programs.
