THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This National Guard position is for an IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D2526P01 and is part of the FL JFHQ, National Guard.

Duties

As an IT Specialist (CUSTSPT), GS-2210-07/09/11, you will address problems, install, configure, troubleshoot and provide maintenance and training in response to customer requirements or inquiries (e.g., tiered-level customer support). Typically provide initial incident information to the Incident Response (IR) Specialty. Provide Tier II support for end-user hardware failures. Respond to a variety of failures to devise recovery plans for system failures. Re-image customer workstations as needed and resolve complex problems. This includes developing and/or using programs and techniques to isolate causes of problems and user errors. Detect damaged or lost files, optimize disk management, measure system performance, control system security, and/or extend system capabilities to support local requirements. In case of system failure, make quick fixes to restore operations, then analyze problems, develop recommendations, and work with other staff to implement changes. Trouble-shoot and repair IT systems and related components, (software & hardware) implementing Army standards and accepted practices. Notify team leader of any significant trends in hardware / software implementation issues and any potential problems that may have a detrimental effect on mission requirements. Coordinate support actions with user, other IT personnel, and higher levels as required. Evaluate IT hardware and software used by activities. Install, test, and prepare performance reports and recommendations on such equipment as microcomputers, printers, scanners, etc. Work with users to test and evaluate a variety of software packages. Resolve problems to the extent possible before referring more difficult problems to appropriate levels. Apply appropriate security measures consistent with approved security standards.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. NOTE #1: This position is categorized as IAT Level II IAW DOD 8570.01. Selectee must obtain required formal training within 6 months of hire date. MILITARY GRADES: Enlisted/Warrant Officer; E1 thru CW4. GENERAL EXPERIENCE: Must have experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS-07 must have at least 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training receiving, maintaining, and issuing data storage media for computer operations; experience in scheduling the use of computer time for program processing; experience collecting and sequentially staging input media with associated program instructions for processing. SPECIALIZED EXPERIENCE: GS-09 musthave at least 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training receiving, maintaining, and issuing data storage media for computer operations; experience in scheduling the use of computer time for program processing; experience collecting and sequentially staging input media with associated program instructions for processing; experience in at least one programming language; experience with detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; experience in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE: GS-11 must have at least 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 11 . STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

Education

At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
