Position is located in the department of Veteran Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) at the Richmond, Veteran's Affairs Medical Center (VAMC). Position is organizationally aligned in the Research and Development Service under the general supervision of the Research and Development Administrative Officer (AO). The functions involve day-to-day management of the Human Research Protection Program (HRPP).

Duties

Duties include but are not limited to the following: Safety of Human Research Subjects Implements the HRPP to safeguard the rights and welfare of human research subjects Responsible for developing local policies and procedures related to the protection of human subjects participating in medical, social, and behavioral research to ensure Researchers, Research staff, and the Medical Center adheres to all regulations and compliance Policy and Procedure Maintenance Assists and/or maintains current administrative policies and procedures Responsible for post-approval administrative oversight and audits as determined by committees and/or committee coordinators Identify and communicate with appropriate committee coordinator or committee areas for the development of new procedures regarding effective management of the protocol review process Program Effectiveness Responsible for the productivity and management of the HRPP and develops reporting procedures, sampling techniques, and measurements to identify problem areas or inherent weaknesses in research processes, procedures, information systems, and/or content Independently analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of the HRPP operations in meeting local and established goals and objectives Multi-Disciplinary Collaboration Attends all meetings of the IRB, R&D and SRS and may serve as a back-up committee coordinator in the absence of the primary coordinator Acts as a liaison between the HRPP, the Institutional Review Board (IRB), the Research and Development (R&D) Committee, and the Subcommittee on Research Safety (SRS) Compliance and Oversight Reports to research committees, appropriate institutional officials, ORD, ORO, DHHS, OHRP, FDA, and any other sponsoring Federal Department or agency head of any unanticipated injuries or problems involving risks to subjects or others Educational, Advisory, and Outreach Responsibilities Responsible for the development and implementation of a dynamic and comprehensive human subjects research protection educational program Assesses individual learner competency and tailor's educational program to learner's needs Determines appropriate material for posting and ensures that the website content is current Ensures that the educational program changes with the needs of the organization and is offered to administrators, clinical coordinators, principal investigators, researchers, other support staff, trainees, and students Administrative Functions Identifies administrative needs and develops improvement plans in collaboration with other team members, such as the Research Compliance Officer (RCO) Attends and participates in meetings, as appropriate, and is an integral member of the team, contributing toward improving service delivery and day-to-day work processing Performs other duties as assigned Work schedule: Monday - Friday, 8:00 AM - 4:30 PM Position Occupational Title/Number: Research Health Science Specialist/Human Research Protection Program Manager, GS-0601-11, PD#015360 Bargaining Unit Position: Yes Recruitment/Relocation Incentives: Not authorized Relocation Expenses/PCS: Not authorized Telework: Ad-Hoc Virtual: This is not a virtual position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirements at the GS-11 level: One year of specialized experience equivalent to the GS-9 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities: Knowledge of the VA Merit review process in order to understand and facilitate the coordination of just-in-time activities and committee and subcommittee submission and approvals. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Ability to analyze VA policies to determine local impact and develop policies accordingly. Must demonstrate ability to effectively initiate and develop local policies based on analyses. Mastery of and skill in applying analytical, experimental and/or evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations in order to ensure that Richmond VAMC meets local and nationally established goals and objectives. Working knowledge of IRB tracking software (or equivalent) in order to be able to research and monitor inquires regarding status of research protocol submission, review and/or approval. Skill in conducting detailed analyses of complex functions and work processes in order to evaluate programmatic efficiencies or inefficiencies and develop performance improvement activities related to weakness identified. Physical Requirements: The work requires long periods of time working at a computer workstation and interacting with contacts via phone, email or other electronic communication. Position needs to have good manual dexterity and eyesight. Some slight physical effort may be required such as lifting and carrying for delivery of supplies and documents. Lifting may consist of infrequent duration and a5-10lbs limit. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
