You will serve as a QUALITY ASSURANCE SPEC (AMMO) in the Sensors, Weapons, and Launchers Department of NAVAL SURFACE WARFARE CENTER.

Duties

You will perform required QA oversight, inspections, and audits on the Detachment Seal Beach mission. You will ensure that processing, handling and storage of ordnance or ordnance-related material is performed in accordance with approved procedures and in compliance with the specifications or individual test requirements. You will develop, revise, and submit for review an annual, quarterly and monthly training plan. You will develop lesson plans, instructional guides and monitor employee training for NMC CWD, Detachment Seal Beach. You will develop and maintain a current listing of training required for each position. You will be designated as the Missile Division Seal Beach Training Officer and ORM Instructor and will work with the Fallbrook Annex Training Officer and ORM Instructor to carry out duties. You will develop plans for the control of product quality. You will perform on-site inspections to observe work and methods employed to assure compliance to established technical requirements, to ensure that safety practices are carried out, and to ensure that satisfactory performance is achieved. You will analyze and investigate adverse/unsatisfactory trends and conditions, customer complaints and initiate recommendations for corrective actions. You will determine characteristics which affect the quality of the process and the product and develop or apply existing inspection procedures including sampling plans to verify that the products and processes meet the required performance standards. You will ensure that quality ordnance standards are in place and operating according to the required specifications. You will review Supply Discrepancy Reports (SDRs), Reports of Deficiencies (RODs) Found in Material, Quality Deficiency Reports (QDRs) and other related documentation for trends and conditions which require corrective action. You will review quality historical data and calculate process averages for major projects, commodities, and functions for indications of the cumulative effects of an out-of-control conditions. You will initiate corrective action and verify that the action taken is effective. You will initiate, develop, revise and submit for review and implementation, Standard Operating Procedures (SOPs) as assigned and in accordance with quality assurance directives, and other applicable local directives. You will operate the Qualification Certification (Qual/Cert) Program by verification of individual qualifications, issuance of initial certification, control of expiration dates, and review of performance and re-certification. You will issue stamps which are to be used by employees on the travelers to authenticate the inspections or work performed. You will prepare reports, statistical and narrative, as required. You will make written and oral reports/presentations at various levels of management at this activity and outside activities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Overseeing quality assurance processes to ensure compliance with policies through inspections, audits, and training development, while addressing quality issues and implementing corrective actions for the improvement or optimization of an ordnance program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
OR
Possession of an LL.M., if related that is related to this position being filled.
