This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Major Duties:
Accurately interpret, fills, and prepares prescriptions with appropriate medications and or medical supplies for pharmacist verification.
Maintains work areas in a clean and orderly condition by assuring that all stock and equipment are in assigned places and all shelves and counters are free of dust and debris in to create optional work areas.
Assures drugs and supplies are appropriately stored and secured according to USP and VA guidelines, including the storage of high-risk, look a-like sound a-like, hazardous, controlled substances, corrosive chemical, flammable liquids, and refrigerated items.
Receives, checks, rotates, and places in stock all items received from pharmacy procurement section and identifies and reconciles any discrepancies to assure correct items have been received.
Utilizes automation dispensing equipment available to the pharmacy staff following all safety and QA procedures. Reports automation malfunctions timely the supervisor as appropriate.
Records expiration dates in the automatic prescription dispensing system upon receipt.
Perform monthly inspections to assigned areas to ensure proper storage of medications and soon to expired drugs are removed. Completes inspection reports in compliance with regulatory requirements.
Controlled Substances Activities
These functions will be supported in the absence of the controlled substance technician (i.e., after hours, weekends, and leave).
Accurately interpret, fills, and readies prescriptions with appropriate medications for pharmacist verification.
Appropriately restocks controlled substances items in automated secured cabinets (i.e., Pyxis) in pharmacy or throughout medical center, as assigned.
Reports unresolvable discrepancies to immediate area supervisor for resolution. Assist in investigating, witnessing, and resolving discrepancies.
Complies with all laws, regulations, directives, policies, and procedures applying to the dispensing, storage, transfer, inventory, and accountability of controlled substances.
Outpatient Pharmacy Activities
When assigned:
1. Prescription Assembly
Assembles prescriptions properly with the correct drug, strength, quantity, auxiliary labels, and prescription labels. for window dispensing and mail delivery
Assures that the correct medication is filled by using bar code scanning on stock bottles.
Supports automation by manually completing prescriptions not processed through the automation dispensing machine.
Assures the timely completion of all prescriptions.
2. Window Pick-Up
Verifies the patient's identification following the Medical Center's policies (i.e., double patient identifiers)
Verifies that the patient receives the correct prescriptions by using VA software (i.e., VISTA and barcode scanning)
Verifies that the patient has received all prescriptions (i.e., refrigerated, controlled substances, bulk medications, etc.)
3. Mail Packaging
Utilizes and comprehends the mail shipping programs used by the facility (i.e., USPS, FedEx, UPS, etc.) for overnight delivery of non-controlled and controlled prescriptions.
Performs searches, updates patient information, and generates shipping reports as requested by the supervisor.
Calls patients to arrange delivery of refrigerated prescriptions and verifies patients address.
Packages prescriptions appropriately, as to assure that packages are not damaged within transit (i.e., bubble wrap, ice blocks, insulated containers, etc.)
Utilizes VA software programs to check narratives and problem solve deliveries for patients with no physical address.
SUPERVISORY CONTROLS:
The incumbent works under the general supervision of the Pharmacy Supervisor, who sets the overall objectives of work. Pharmacy technicians at this level may be assigned to any area of the pharmacy including expanded distributive function assignments; for example, assignment as team leaders for specific process.
Customer Service:
Meets the needs of all customers while supporting the Medical Center and Service missions. Consistently communicates and treats customers (patients, visitors, volunteers, and all Medical Center staff) in a courteous, tactful, and respectful manner. Provides the customers with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
Work Schedule: Monday - Friday, 0700am to 3:30pm, with weekend rotation.

Qualifications
Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience.
None required.
For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
Certification. For positions above the full performance level (GS6), the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. Pharmacy technicians employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.
Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard.
Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.
Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
Grade Determinations:
GS7. Specialized Experience.
Candidates must possess one year of experience equivalent to the next lower grade level of GS6.
Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
(a)PTCB as a CPhT.
OR
(b)NHA as a ExCPT.
Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all following KSAs:
Knowledge of pharmacy technician principles, practices, concepts, and theories providing for sound independent work.
Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent.
Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans, and external customers.
Ability to train developmental pharmacy technicians and students.
Ability to dispense medication or sterile products following all regulations, policies, and procedures to ensure safe medication distribution.
Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians' mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians' use independent judgement to perform the full range of duties in the pharmacy. They also function as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight.

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is GS-07.
Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as TB screening, as a condition of employment. WORK ENVIRONMENT
The work is performed in the Pharmacy Service, in the Veterans Affairs Medical Center. Work is performed in a patient care setting; adequately lighted, temperature controlled, and ventilated. Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion. The incumbent may be exposed to infected patients and contaminated materials and be required to don protective clothing in isolation situations or operative/invasive procedures. The work is performed in an environment with variable room temperatures where air circulation is not ideal. The telephone rings frequently. Incumbent is responsible for orderliness and cleanliness of the work environment. Participates in monthly and annual inventory of pharmacy as required. Rotates with other technicians as needed for coverage of evenings, nights, weekends, and holidays.
