This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Geographer under supervision, serves as a subject matter expert for all matters related to GIS.
Duties
As a recognized subject matter expert in the program areas of Geospatial Information Systems (GIS), independently plans, coordinates and carries out analytical and interpretive assignments of considerable significance and complexity.
Using Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) software, performs sophisticated geometric operations and applies innovative spatial principles to solve user problems of significant complexity.
Plans, directs, and executes efforts within a quality assurance program.
Identifies systems and processes requiring documentation and develops a plan to create, use, and maintain documentation.
Performs system design and integration activities to include identifying and maintaining hardware and software components and coordinating efforts with IT stakeholders for system design, use, security, upgrades, and modifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require the employee to occasionally travel away from the normal duty station in a temporary duty status.
- Must be able to maintain government motor vehicle operator license.
- The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Geographer:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Experience utilizing Geographic Information Systems independently to carry out various assigned work; AND 2) Experience performing system design and integration activities that may include identifying and maintaining hardware and software components; AND 3) Experience designing the production of standard and custom map products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
