Duties

Receives, examines and determines the condition and disposition of a wide variety of materials. Reviews disposal turn-in document (DTID) accompanying material and compares data against property to assure correct information including proper documentation. Visually inspects usable property for obvious signs of condition and determines acceptability. Determines condition and reportability and special handling requirements (e.g., hazardous material, precious metals, security, DEMIL, Special focus items, etc.) and assigns appropriate classification instructions for warehousing. Verifies accuracy of demilitarization codes, takes action to challenge questionable items/codes, and maintains segregated storage of property requiring DEMIL. Ensures proper certification is attached to turn-in document when demilitarized by host or generating activity. Performs special and periodic inventory of property; re-palletizes/re-locates property as necessary. Operates forklifts and related materials handling equipment to move, load and unload, stack or un-stack palletized materials, supplies, and equipment.

  • EXPEDITIONARY CIVILIAN (DEPLOYABLE) POSITIONS: Must be able to acquire and maintain a Government Credit Card, Government Passport and the DLA Distribution J9 published requirements for all personal health, license, and other qualifications.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. Ability to do the work of a Materials Examiner and Identifier (FLO) without more than normal supervision: I perform the common tasks of the job to be filled but under close supervision, such as receive general guidance on assignments, such as: loading and handling material and how items are to be received and identified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Information: Physical Effort Performs moderate to heavy lifting when moving material by hand or hand-truck. They may lift or carry items that weigh up to 50 lb. The heavier items are moved with weight handling equipment or with assistance from other workers. Performs work on hard surfaces, over rough terrain and on forklifts. Assignments require prolonged working in tiring and uncomfortable positions, standing, walking, bending, stooping and pushing and pulling material. Working Conditions Work is performed inside warehouses that may be hot, cold, damp and drafty and in outside areas, i.e., dock areas, scrap yards, or other areas exposed to varying weather conditions. Is exposed to physical hazards normally associated with scrap yard, open storage, and warehouse operations including various kinds of material handling equipment and hand and power tools. Wears safety equipment as required. Incumbent must exercise precautions to avoid injury to/from carelessness of others in operation of fork lifts and other equipment in the work area. ***This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone. The incumbent is subject to repeated deployments. Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months. The incumbent may be required to deploy as soon as 90 days from their return. The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions indicating at all times to meet and maintain readiness requirements and be fully equipped, trained and qualified to deploy. When not in a deployment status the work performed at your home station is to compliment the operations at the DLA Disposition Services location.
