The primary purpose of this position is primarily to manage the daily operations of the United States Air Force Warfare Center (USAFWC) Integrated Joint Special Technical Operations (IJSTO) program.
Duties
Executes and enforces all operational, functional, and mission assurance aspects of the IJSTO security program for USAFWC and subordinate units.
Develops and directs security guidance and training for the civilian and military work force at USAFWC.
Implements and administers SAP Industrial Security Program.
Implements and administers Personnel Security investigations/adjudication systems for case management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Advisory Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security and personnel concepts, principles, and practices to review, independently analyze, and resolve difficult and complex problems; apply policy direction to government/military officials and contractors, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices.
Knowledge of personnel security, information security, and industrial security concepts, principles, and practices to collaborate with those specialists and produce converged policies and recommendations.
Knowledge of Integrated Joint Special Technical Operations (IJSTO), Special Access Program (SAP) Management and sensitive compartmented information (SCI) security guidance and procedures.
Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security programs.
Knowledge in analytical theories, processes, programs and practices to accomplish broad studies and make well-supported recommendations.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Other Significant Facts:
Previous SAPCO management experience is preferred.
This position is a designated national security position.
Experience in planning, executing, participating and evaluating the results from exercises and wargames is highly
desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
