The primary purpose of this position, AIRSPACE MANAGEMENT SPECIALIST, GS-2101-11, is to develop and manage the 388th Fighter Wing (FW) annual Flying Hour Program (FHP), daily and long-range flying schedules, and manage the day-to-day utilization of limited airspace resources.

Duties

Function as the 388th Fighter Wing Airspace and Meeting Scheduler responsible for enabling combat training through effective allocation of airspace and range resources. Management and Reporting of the Flying Hour Program (FHP). Provide briefings of the Flying Schedule to the staff and support functions while attending the various OG/MXG meetings, Wing Stand-up, and the weekly Airspace Scheduling Meeting (Range Wars). Serve as a member of the Operations Support Squadron staff and functions as the Chief in absence of the Flight Commander.

  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishments of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Aviation operations experience is highly desirable.
  • May be required to participate in Operational Readiness Exercises.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the GS-11, Transportation Specialists Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes flight planning principles, practices, procedures, and regulations pertaining to flying operations and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve airspace management issues or problems. Knowledge of operations, practices and policies of squadron scheduling and planning functions to develop, integrate, and coordinate plans and programs. Knowledge of performance characteristics, capabilities, and limitations of various types of aircraft, federal flying regulations, aircraft with hazardous cargo/ammunitions, communications procedures, and other air and ground operations procedures. Knowledge of the procedures related to flight handling, routing, airways, and airspace structures, weather and its effect on flying operations, as well as airfield conditions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. With a major study in or related fields such as; accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; Or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DOD, Air Force, Federal Aviation Administration, Fighter Aircraft Mission Design Series, Weapons Employment Limitations, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airspace standards, air traffic control, aircraft operations characteristics, and airfield operations. 2. Knowledge of the procedures related to flight handling, routing, airways, and airspace structures, weather and its effect on flying operations, as well as airfield conditions. 3. Skills to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization. 4. Ability to communicate effectively both orally and in writing to include situational negotiation. 5. Ability to identify, analyze, and translate complex information, makes appropriate judgments, and evaluates options concerning operations and maintenance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is sedentary, being performed for the most part in an office or conference room while seated at a desk or table. The employee periodically visits other offices in the surrounding complex. Work Environment: The work is performed in an office setting with adequate lighting, heat and ventilation. The work involves everyday risks or discomforts that require normal safety precautions. This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign a statement acknowledging the position is identified as a TDP.
