This is a bargaining unit position represented by the National Treasury Employees Union Chapter 340. This position is located in the New Mexico State Office, in Taos, NM. This position is concurrently open to all U.S. Citizens under Announcement Number BLM-NM-24-12553284-DE-OPM. Salary Range Per Grade Level: GS-05 $39,576 to $51,446 GS-06 $44,117 to $57,354 GS-07 $49,025 to $63,733

Duties

Duties will be developmental in nature when filled below the full performance level. Conduct grazing compliance checks and investigations of suspected unauthorized use. Assist RMS' in range readiness assessments, trend monitoring, and Interpreting Indicators of Rangeland Health (IIRH) assessments, as well as data collection, calculation, and filing. Prepare DI-105's and cooperative agreements for maintenance materials and coordinates with permittees/lessees for delivery of such material. Assist or independently constructs/maintains fencing, pipelines, or other range improvements as needed. Assist RMS' in general grazing administration such as sending courtesy applications, grazing bills, and filing appropriately. Assist Weed Coordinator in designing and applying chemical or mechanical treatments for noxious weeds/invasive species, as well as surveying for presence of noxious weeds/invasive species.

Requirements

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to obtain and maintain a valid state driver's license to drive government vehicles (trucks, UTVs) to remote field sites independently. Applicant should be able to haul trailers with equipment.
  • You may be required to travel overnight away from home up to 5 nights per month.
  • May be allowed to telework with supervisor approval.

Qualifications

In order to qualify, you must meet the education and/or specialized experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience- GS-05 : Applicants must have one (1) full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting data in range studies; (2) utilizing Geographic Information Systems (GIS) to prepare reports and/or presentations; (3) conducting range inventory surveys. OR, Education at GS-05: A. Successful completion of a full 4-year course of study from an accredited college or university, leading to a bachelor's degree or higher with a major in forestry, range management, agriculture, or a subject-matter field directly related to the position. OR, B. Successful completion of at least a full 4-year course of study from an accredited college or university, leading to a bachelor's degree or higher that included at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science, and no more than 6 semester hours in mathematics is credit-able. OR, Combination of Education and Specialized Experience at GS-05 : Successful completion of an equivalent combination of specialized experience and education described above when combined, equals 100% of the total requirement. (Note only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable). Specialized Experience- GS-06 : Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) collecting and maintaining current actual use records on Allotment Management Plans (AMPs); (2) performing pre-inventory mapping (soils, vegetation, etc.) by preliminary delineation in geographic information systems (GIS); (3) performing routine and recurring weed management activities. OR, Education at GS-06: Successful completion of at least one full year (18 semester hours) of graduate level education from an accredited college or university in a field directly related to the work of the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination of Education and Specialized Experience at GS-06 : Successful completion of an equivalent combination of specialized experience and graduate education described above when combined, equals 100% of the total requirement. Specialized Experience- GS-07 : Applicants must have one (1) full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) serving as crew lead for rangeland specific projects; (2) preparing of grazing lease and permits and in other range administration matters such as cooperative agreements; (3) inspecting grazing allotments for compliance with the management plan. OR, Education at GS-07: Successful completion of at least one full year (18 semester hours) of graduate level education from an accredited college or university in a field directly related to the work of the position. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination of Education and Specialized Experience at GS-07 : Successful completion of an equivalent combination of specialized experience and graduate education described above when combined, equals 100% of the total requirement. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 is required to meet the time-in-grade requirements for the GS-07. (Must submit all SF-50s that show Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
