This position is located in Bureau of Land Management (BLM) Oregon/Washington, Division of Management Services, in the Branch of Human Resources. One vacancy that will be duty stationed in one of the following locations: Portland OR, Salem OR, Springfield, OR, Medford OR, North Bend, OR, Roseburg OR, Lakeview OR, Prineville OR, Vale OR, Hines, OR, or Spokane WA. Duties

Recruits new and diverse talent for federal jobs via professional and community organizations, affinity groups, college campuses, career fairs, etc. Develops and maintains a strategic annual recruitment plan. Advises hiring officials on federal recruitment flexibilities. Demonstrates creative sourcing skills using traditional and non-traditional techniques including social media channels, phone calls, direct sourcing, and networking. Forges relationships with universities and strategically promotes university partnerships. Initiates and maintains extensive area-wide community relationships, including productive relationships with external and internal groups, to ensure long-term, continuous support of the Bureau of Land Management.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 4 or more of the following: (1) recruiting new talent via professional and community organizations, affinity groups, college campuses, and/or career fairs; (2) assessing impact of federal recruitment and hiring processes on time-to-hire to recommend solutions for improvement; (3) developing and maintaining a federal strategic annual recruitment plan; (4) utilizing an automated staffing system to process, maintain, and retrieve employee personnel and staffing actions; (5) training federal hiring officials on the availability and use of a full range of recruitment flexibilities. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
