This position is located in NPS Regional Office Serving Interior Regions 6,7 and 8, in the Facilities and Lands Division.

Duties

Operating and advising on the use of the Facility Management Software System (FMSS) and the real property functions of the Financial and Business Management System (FBMS). Providing support and guidance on all practical and technical aspects of FMSS to multiple park units. Working with park staff in developing Facility Investment Plans (FIP) and facility projects in the Project Management Information System (PMIS); coordinating FMSS work orders and estimates for park projects. Reviewing park-prepared facility PMIS projects to ensure data fields are aligned and accurate information presented. Actively participating in coordinating and teaching training programs associated with the use and maintenance of the FMSS database. Serving on work regional and service wide groups to resolve issues with and provide improvements to the FMSS and asset management processes. This position will be located within the Maintenance Division in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.

Qualifications

All qualifications must be met by the closing date of this announcement-10/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Managing asset condition assessment program for one or more parks, recreational areas, or similar facilities by identifying needs, planning field inspections, and recording results in a software system, such as the Facility Management Software System (FMSS); (2) Analyzing deferred maintenance, inventory, and condition data and providing recommendations on strategies to reduce deferred maintenance to park management and regional program staff; (3) Developing and monitoring a facility management asset documentation process for multiple park units; (4) Assisting in project development through the use of an automated system such as the Project Management Information System (PMIS); (5) Responsible for managing and maintaining FMSS hierarchies and data at multiple park units; (6) Acting as the point of contact for FMSS for multiple park units with Regional Office; (7) Working across multiple programs that interact or associate with asset management, such as Repair/Rehabilitation, Cyclic, Federal Lands Recreation Enhancement Act, Housing, Transportation. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
