About the Position: Serves as first line supervisor over the Engineer Depot, exercising full supervisory responsibility over work operations involving approximately 5-6 subordinate workers. Makes repairs to vessels and district assets, operates shop tools and equipment, working along with team members and setting the pace. Provides general instructions, standard procedures, overall priorities and policies, to control work operations, accomplish an adequate quantity and quality of work.

Duties

Plans weekly and monthly maintenance schedules and sequence of operations for subordinates. Determines equipment, supplies, and materials required for individual maintenance work orders Selects workers and assigns tasks to be performed for vessel operations and maintenance at the Engineers Depot Prepares estimates of costs, including labor, materials and services for planned in-house work. Recommends the contracting of jobs when work can be done more quickly or economically by commercial organizations. Establishes deadlines and priorities on the basis of general work schedules and methods and policies established by higher levels of supervision. Coordinates work of unit with other units within the Coastal Projects Office that may be involved. Makes repairs to machinery and equipment on floating and mobile land plant. Responsible for the maintenance of all buildings, grounds, and dock-side facilities at the Engineer Depot. Determines equipment, supplies, and maintenance required to ensure assigned equipment and facilities are kept in operating condition. Inspects repair work performed on floating and mobile land plant by contractors to ensure that work is done in accordance with specifications and as agreed to in the original contractual instrument. Serves as Contracting Officer’s Representative (COR) on service contracts for the Engineer Depot, including contracts such as mowing, janitorial, etc. vessel repairs. Serves as billing official for assigned purchase card holders within the Branch and/or Operations Division. Maintains records of open-market purchasing required for efficient Coastal Project Office operation. Utilizes the Facilities Equipment Maintenance (FEM) system and works directly with the Maintenance Control Specialist to plan and assign work when determine work schedules, deadlines, and priorities. Exercises principal leadership and directs a subordinate staff of approximately 5-6 team members. Carries out personnel management responsibilities. Makes decisions on work problems presented by subordinates. Addresses work-related problems or concerns, counsels employees, advises subordinates on administrative matters and approves/tracks time and leave. Identifies developmental and training needs of employees and provides and/or arranges for needed developmental training, cross-training and technical training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to possess and maintain a valid State Driver's License.
  • Pre-employment physical examination and annual examination thereafter.
  • Incumbent is required to wear protective equipment and/or clothing (e.g., PFD, hard hat, coveralls, gloves, safety footwear) as appropriate.
  • Incumbent may be required to return to worksite early during post storm and other emergency situations.
  • Work outside the office involves exposure to the elements, with weather varying from extreme heat to extreme cold, walking over rough, uneven surfaces, and requiring use of Personal Protective Equipment and personal flotation devices.

I have the ability to supervise the most difficult and complexvessel and facility maintenance duties. I am skilled in planning the use of subordinate workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis. Projects were complex and often changing, making the need to update the planning of workers and equipment on a constant basis. I identified potential problems with installed equipment and systems and made the necessary changes whether it be in personnel or procedures, to avoid the future problems all together. I verify the quality of work done during and after a project has been completed. I am considered an expert and work with a high degree of independence. I have the ability to supervise the full rangevessel and facility maintenance duties. I am skilled in planning the use of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis. Projects were routine and often steady with few changes making the original plan of workers and equipment sufficient. I identified problems with installed equipment and systems when they happened and made the necessary changes whether it be in personnel or procedures, to correct the problem. I verify the quality of work done during and after a project has been completed. I work on my own initiative under general supervision subject to occasional inspection. In addition, I have the ability to supervise commonvessel and facility maintenance duties. I have the potential ability to assign work to plan the use of workers, equipment, facilities, materials and tools on a day-to-day or project-by-project basis. I work under normal supervision of a work leader or journey level employee who observes tasks in progress and upon completion to make sure they are properly performed. Further more failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT- Physical effort includes climbing stairs and ladders; bending, stooping, and standing for long periods; working in cramped quarters and/or in tiring positions; and lifting, carrying, pushing, pulling, and twisting objects frequently weighing up to, and occasionally over, 45 pounds. WORKING CONDITIONS- Work is primarily inside and subject to electrical hazard when working around high voltage equipment. Work such as in the switch yard is outside and subject to weather conditions. Work outside the office involves exposure to the elements, with weather varying from extreme heat to extreme cold, walking over rough, uneven surfaces, climbing, stooping, bending, standing, and requiring use of hard hats, steel toed boots, eye protection and personal flotation devices.
