The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
Serve as the STAC Director's budget and program advisor, and a PM for key STAC contracts. Work with STAC leadership to produce the required contracts documents to establish and/or maintain important STAC contracts. May serve as a COTR on select contracts.
Develop, evaluate, and analyze project proposals and action plans; determine impact on current resources, and forecasting resource needs.
Develop near/mid/long-term strategy documents that provide guidance to needs/requirements and resource/investment planning and programming staff elements and activities.
Work in collaboration with the OSX COTR, Contracts, and Budget Officers as contracts documents are prepared.
Engage senior IC leadership on strategic priorities, opportunities, gaps, and interdependencies to link resources to strategy; plan and communicate emerging strategic issues and trends, evaluate them in context of U.S. Government plans, and make recommendations for improvements.
Assist STAC leadership with annual program of assessment planning framework and outreach to space analysis and space communities.
Lead and support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges.
Create, improve, and facilitate new processes to support the STAC mission
Serve as a government lead for one, or more, technical assessments product line; support the STAC product review processes.
Keep STAC leadership apprised of status.
Travel within CONUS as required.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Demonstrated leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals.
Extensive knowledge of strategy development and planning and a demonstrated ability to identify emerging trends and strategic issues and incorporate these into organizational strategic plans.
Demonstrated ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human, financial, and information resources.
Demonstrated ability to monitor contractor studies and production to ensure they adhere to cost, schedule, and quality requirements. Includes the ability to work with contractors to effectively identify solutions and resolve challenges.
Demonstrated analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.
Demonstrated interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment.
Demonstrated oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
Strong organizational and interpersonal skills to facilitate diverse forums, manage competing priorities, and advocate new ideas/concepts/processes.
10 years of experience leading strategic planning, managing, and directing the successful technical activities of a government or private organization.
Desired Requirements:
Bachelor's degree, or equivalent experience, in a technical field
