This social worker will serve as the CBOC Supervisor for all behavioral health staff at each of the Columbus VA Community Based Outpatient Clinics. Essential Administrative (Supervisory) Responsibilities (45% time).
Incumbent is responsible for supervision of behavioral health staff, professional management, and administrative responsibilities at each of the Community Based Outpatient Clinics.
The incumbent has direct administrative and professional supervision of 16 FTE professional staff
The incumbent has line and staff authority for resource allocations within the area of responsibility.
The incumbent ensures efficient operation of the organizational units and is competent in identifying and modifying inefficiencies in operations.
The incumbent is responsible for reviewing policies and procedures and ensuring productivity standards are set appropriately for the various disciplines to include communicating these standards to the staff and monitoring and ensuring compliance with performance measures related to access and clinic utilization rates.
The incumbent is responsible for monitoring access to timely service delivery for all Veterans treated within the teams overseen.
The incumbent monitors outcome and process measurements within programs using data-driven quality assurance processes. Also responsible for ensuring that Veteran input and feedback is incorporated into the ongoing quality improvement initiatives.
The incumbent has responsibility for timely completion of all program evaluations and documents required by the Medical Center, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (JCAHO/CARF) and monitoring entities (NEPEC).
The incumbent presents outcome data/research results for the VISIN and NEPEC reports as needed or requested.
The incumbent has latitude to function independently in exercising judgment and decision making in areas of the clinic supervised.
Clinical Responsibilities (50% time)
The incumbent provides a range of psychological services, including administration of assessment instruments and using the most appropriate evidenced based psychotherapies in providing quality care.
The incumbent has direct responsibility for biopsychosocial assessments, evaluations, and treatment of patients on their assigned clinical Team.
The incumbent provides care in specific evidence-based psychotherapies which may include Dialectical Behavior Therapy, Cognitive Processing Therapy, Cognitive Behavior Therapy, and Acceptance and Commitment Therapy.
The incumbent provides integrated, patient-centered consultation for patients and staff to include expert clinical consultation.
Academic/Teaching/Training (5% time)
The incumbent provides clinical supervision to various disciplines and levels of training. They supervise unlicensed staff social workers, interns, and peer support on an as needed basis.
The incumbent is involved in the facility Social Worker Training Program and provides didactic training to trainees.
The incumbent provides training and education to local stakeholders and is active in the planning and training for Suicide Prevention Week events annually.
The incumbent provides leadership, guidance and consultation to medical staff throughout the facility. They attend weekly treatment team meetings in outpatient behavioral health and consults with other groups on an as-needed basis.
The incumbent assumes an active role in the DBT consultation team and assists the team with improving adherence to the consultation model.
Work Schedule: Monday through Friday, 8:00am-4:30pm
Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work is both sedentary and active, requiring walking throughout the medical center. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to
equipment.
