This position is located in the Red Lake Service Unit in the Bemidji Area IHS. Inpatient services provided include medical, surgical, newborn, and pediatric. The purpose of this position is to provide assistance to Director of Nursing in administration, planning, organizing, directing and coordinating nursing service in the hospital, outpatient clinic settings, and emergency department on a 24-hour per day/seven days.

Duties

Assists the DON in planning, organizing, directing and managing a comprehensive, effective and efficient nursing service for the Service Unit. Assumes responsibility for DON in her/his absence and furnishes a report of nursing activities to the DON upon return to duty. Is responsible for the direct supervision of five nurse managers. Assists DON in the supervision of the Nursing Department Infection Control, Employee Health Program and Central Supply. Is responsible for the care and requisitioning of supplies and equipment. Assists in development of position descriptions, performance standards and evaluation tools. Responsible for establishing a bi-weekly time schedule for all nursing personnel and makes assignment, as necessary. Maintains effective verbal and written communications within the nursing service and other Service Unit Departments. Supervises patient care recording assuring that it is done in DAR (Data, Action, Response) format and that quality individualized nursing care plans are completed on each patient.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Education - A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Licensure - For all grade levels and positions, applicants must have passed the National Council Licensure Examination(external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-12 - 1 year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service as described in the vacancy announcement. Examples Include: Provide oversight and direction in establishing and maintaining a system of nursing practices, coordinate patient care and services; collaborate with other disciplines toward resolution of patient's problems. Plan with other members of the health care team, special details of patient care to provide continuity of care; function as nursing house supervisor or nurse manager and/or provide direct patient care. Knowledge of principles, methods, and tools of Quality Assurance, Quality Improvement, and Quality Controls. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
