This position serves as the Deputy Director and in coordination with the NA-914 Director, provides expertise, direction and program oversight of sophisticated and technologically advanced infrastructure programs.
Duties
As a Lead Program Analyst you will:
Provide program/project management and guidance for the multi-billion annual budget for all ten NNSA sites, assuring their operation and maintenance is managed in a safe, environmentally sound, secure, efficient, and reliable manner.
Serve as program manager for Operation and Maintenance (O&M) activities at NNSA infrastructure. Responsible for working with all of NA-90's functional offices and other NNSA program offices and providing guidance and assistance to NNSA federal field organizations and contractor organizations implementing infrastructure program requirements.
Direct the formulation and execution of the assigned portion of the NNSA infrastructure budget and develops guidance for infrastructure Implementation Plans. Reviews progress of engineering and scientific technical activities, reviews site budget requirements, adjusts budget requests, finalizes program performance milestones, targets and goals, and approves budget support documents.
Develop plans for infrastructure maintenance programs by relating future program plans with projected requirements, available resources, regulatory requirements, and site planning efforts.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service, EN/NN-03 or GS-13.
Specialized experience for this position is defined as: Experience in applying advanced concepts, principles, and methodologies of program analysis, to include skill in applying a wide range of qualitative and quantitative principles and techniques in the development of innovative approaches to study and recommend solutions for improvement of program effectiveness in programs of national scope.
Examples of specialized experience include but are not limited to the following:
-Leadership skills involved in guiding team members and managing programs to resolve any problems encountered and to ensure the timely and successful completion of programs and projects.
-Experience with federal budget and infrastructure budget formulation and execution processes, policies, and procedures sufficient to manage a large budget.
-Experience teaming with the staff to implement program and project management principles and processes, including cost, scope, and schedule managementExperience working with infrastructure program/project management automated systems. Expert knowledge of infrastructure programs sufficient to resolve budget, program and policy conflicts related to infrastructure.
