About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Provides staff level consultation services to all levels within the command on specific and command-wide issues that impact employee relations functions and programs. Recognizes problems and problem areas; originates solutions to complex or unusual issues; and provides on-site assistance. Conducts policy reviews to evaluate the impact of employee relations requirements on current policies and practices. Recommends changes to established procedures and practices or alternative approaches to resolve recurring problems and/or issues. Develops, interprets, and analyzes data extracts and reports from automated HR databases.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic random drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • This position MAY be eligible for regular, and recurring telework.

This position is in the Professional category at the Full Performance level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1) Providing advice and regulatory guidance on matters relating to employee relations, labor relations and performance management for an organization. 2) Interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues. 3) Working with leadership on complex issues in a variety of areas such as EEO, contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices. 4) Providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.
